The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 3:35 p.m. this day, in Room 269, West Block, the Chair, Nancy Karetak-Lindell, presiding.

Member(s) of the Committee present: Larry Bagnell, Gérard Binet, Jean-Guy Carignan, Rodger Cuzner, Reed Elley, Nancy Karetak-Lindell, Richard Marceau, Pat Martin.

Acting Member(s) present: Bob Wood for John Godfrey; André Harvey for Benoît Serré; Serge Marcil for Guy St-Julien; Betty Hinton for Maurice Vellacott; Rick Borotsik for Gerald Keddy.

In attendance: From the Library of Parliament: Mary Hurley, research officer.

Witness(es): From the As Individual: Pearl Bonspille; Steve Bonspille. From the City of Oka: MayorYvan Patry. From the Mohawks Council of Kanesatake: Grand Chief James and Gabriel Anjali Choksi.

The Order of Reference dated Friday, May 18, 2001, being now read as follows:

ORDERED, -- That Bill S-24, An Act to implement an agreement between the Mohawks of Kanesatake and Her Majesty in right of Canada respecting governance of certain lands by the Mohawks of Kanesatake and to amend an Act in consequence be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Debbie Bonspille read Pearl Bonspille's statement. Steve Bonspille, Grand Chief James Gabriel and Mayor Yvan Patry made statements and answered questions.

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Committee proceeded to Clause-by-Clause consideration of the Bill.

Clause 2 carried.

Clause-by-Clause consideration was suspended at 5:50 p.m.

Clause-by-Clause consideration resumed at 5:54 p.m.

Clause 3 carried.

Clause 4 to 24 carried severally.

Schedule 1 carried.

Clause 1 carried.

The title carried.

The Bill carried.

ORDERED, -- That the Chair report Bill S-24 without amendments to the House as the Fifth Report of the Committee.

At 5:57 p.m., the Committee adjourned to the call of the Chair.
