MINUTES OF PROCEEDINGS

Meeting No. 4

Wednesday, May 9, 2001

The Sub-Committee on the Status of Persons with Disabilities of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 3:36 p.m. this day, in Room 306, West Block, the Chair, Carolyn Bennett, presiding.

Members of the Sub-Committee present: Carolyn Bennett, Robert Lanctôt, Wendy Lill, Janko Peric, Karen Redman, Elley Reed, Greg Thompson, and Tony Tirabassi.

In attendance: From the Library of Parliament: Julie MacKenzie and Bill Young researchers.

Witnesses: From the Caledon Institute of Social Policy: Sherri Torjman, Vice-President. From the Canadian Association for Community Living: Connie Laurin-Bowie, Director, Policy and Programs. From the Canadian National Institute for the Blind: Angelo Nikias, National Director, Government Relations, International Liaison; Myriam Renaud, researcher-writer. From the Department of Human Resources Development Canada: Deborah Tunis, Director, Social Policy Development. From the Department of Finance: Serge Nadeau, Director, Personal Income Tax Division.

Pursuant to Standing Order 108(3)(c) Study of the matters relating to the proposing, promoting, monitoring and assessing of initiatives aimed at the integration and equality of disabled persons in all sectors of Canadian Society: Round table on making disability supports.

It was agreed, that the budget of the Sub-Committee for witness expenses in the amount of $25,900.00 for the budget period April 1, 2001 – June 31, 2001 be approved.

It was agreed, that the budget of the Sub-Committee for travel expenses in the amount of $3188.00 for the budget period April 1, 2001 – June 31, 2001 be approved.

On motion of Janko Peric, it was agreed, that pursuant to Standing Order 108(3)(c) that the Sub-Committee, in its study of the matters relating to the proposing, promoting, monitoring and assessing of initiatives aimed at the integration and equality of disabled persons in all sectors of Canadian Society be authorized to attend the International Congress – Inclusion by Design, on June 1, 2001 in Montreal, to participate in a round table meeting of the Congress plenary speakers and Sub-Committee members and that the necessary staff accompany the Sub-Committee.

On motion of Karen Redman, it was agreed, that the Sub-Committee host a small reception in honour of the 2001 recipient of the Centennial Flame Research Award.

On motion of Tony Tirabassi, it was agreed, that Pursuant to the Centennial Flame Research Award Act 7.(4), that the Sub-Committee call the recipient of the 2001 Centennial Flame Research Award, Mrs. Marg Ruttan, as a witness in the Fall of 2001 to present her report to the Sub-Committee.

At 3:41 p.m., Sherri Torjman, Connie Laurin-Bowie, Angelo Nikias, Deborah Tunis and Serge Nadeau made statements and with the other witnesses, answered questions.

At 5:32 p.m., the Committee adjourned to the call of the Chair.
