Pursuant to Standing Orders 108(3)(c)(iii) and 108(3)(c)(ix) and the motion adopted by the committee on Wednesday, January 18, 2023, the committee resumed its study of federal government consulting contracts awarded to McKinsey & Company.

The Minister made a statement and, with Paul Thompson and Mollie Royds, answered questions.

ORDERED — That the committee send for the following documents from Public Services and Procurement Canada:

(a) the integrity data that allows McKinsey & Company to bid on contracts;

(b) information gathered on the decision-making process as to whether it is appropriate to conduct a corporate retreat adjacent to a concentration camp; and

(c) how many times did department officials meet with Kevin d’Entremont and Andrew Pickersgill, and who attended;

and that the documents be provided to the clerk of the committee by 12:00 p.m., Friday, February 17, 2023.

At 5:07 p.m., the sitting was suspended.

At 5:09 p.m., the sitting resumed.

Ehren Cory made a statement and answered questions.

The committee resumed consideration of the motion of Gord Johns moved on Wednesday, February 1, 2023, which read as follows:

That the committee expand its study of federal government consulting contracts awarded to McKinsey & Company to include government consulting contracts awarded to Deloitte, PricewaterhouseCoopers, Accenture, KPMG, and Ernst & Young by the Government of Canada, or any other Crown corporation, since January 1, 2011, examining their effectiveness, management, and operation, including the value and service received by the government; that:

(a) the committee hold additional meetings to receive witness testimony from the most senior executives in Canada at Deloitte, PricewaterhouseCoopers, Accenture, KPMG, and Ernst & Young and any other witnesses the committee decides be invited, and the parties shall each provide to the clerk of the committee, by 3:00 p.m. on Tuesday, February 7, 2023, their preliminary lists of additional witnesses, who the Chair shall schedule in a manner that is fair to all parties; and

(b) the committee expand the orders to send for documents as stipulated in paragraphs (c) and (d) of the motion adopted on Wednesday, January 18, 2023, to include Deloitte, PricewaterhouseCoopers, Accenture, KPMG, and Ernst & Young, and that this order follow the same deadlines and conditions that were detailed in the motion adopted on Wednesday, January 18, 2023, with the reference date for the deadlines beginning on the day which this motion is adopted.

Debate arose thereon.

On motion of Michael Barrett, it was agreed, — That the debate be now adjourned.

Questioning of the witness resumed.

It was agreed, — That the evidence and documents received as part of the expenditures related to the Office of the Governor General's Secretary study be also considered in the committee’s study of travel expenditures related to the Office of the Governor General's Secretary since 2014.

At 5:47 p.m., the committee adjourned to the call of the Chair.
