The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in the context of its study of travel expenditures related to the Office of the Governor General's Secretary since 2014, the committee:

  1. accept the proposal from Global Affairs Canada regarding the delivery of the documents to be submitted pursuant to the motion adopted by the committee on Thursday, October 6, 2022;
  2. publish these documents on the committee’s webpage; and
  3. hold the first meeting of this study on Monday, December 12, 2022

It was agreed, — That, in the context of the study of the ArriveCAN application, the documents to be submitted pursuant to the motion adopted by the committee on Monday, October 17, 2022 be published on the committee’s webpage.

It was agreed, — That, in the context of the study of the ArriveCAN application, the unredacted documents to be submitted by GCStrategies pursuant to the motion adopted by the committee on Thursday, October 20, 2022, be considered confidential; and that the Office of the Law Clerk and Parliamentary Counsel be asked to redact these documents to protect personal information of private citizens.

It was agreed, — That, provided they are tabled in the House, the committee undertake a study of the Supplementary Estimates (B), 2022-23 and a study of the Departmental Results Reports for the period ended March 31, 2022; that the President of the Treasury Board and the Minister of Public Services and Procurement be invited to appear to discuss both studies; and that the Parliamentary Budget Officer be invited to appear to discuss the Supplementary Estimates (B), 2022-23.

It was agreed, — That, if other witnesses are not available, the Parliamentary Budget Officer be invited to appear on Monday, October 31, 2022, to discuss his report entitled “The Life Cycle Cost of the Canadian Surface Combatants: A Fiscal Analysis”.

It was agreed, — That the schedule for upcoming meetings of the committee be as follows:

  • Monday, November 14: Diversity in Procurement;
  • Thursday, November 17: ArriveCAN Application;
  • Monday, Nov 21: Supplementary Estimates (B), 2022-23, and Departmental Results Reports for the period ended March 31, 2022;
  • Thursday, November 24: Supplementary Estimates (B), 2022-23, and Departmental Results Reports for the period ended March 31, 2022;
  • Monday, November 28: Outsourcing of Contracts;
  • Thursday, December 1: Supplementary Estimates (B), 2022-23 (Parliamentary Budget Officer);
  • Monday, December 5: Diversity in Procurement;
  • Thursday, December 8: ArriveCAN Application;
  • Monday, December 12: Travel Expenditures Related to the Office of the Governor General's Secretary since 2014;
  • Thursday, December 15: ArriveCAN Application.
