Pursuant to Standing Order 108(3)(c) and the motion adopted by the committee on Monday, October 17, 2022, the committee resumed its study of the ArriveCAN application.

Jonathan Moor made a statement and, with Alexandre Martel and Mike Leahy, answered questions.

It was agreed, — That the proposed budget in the amount of $1,000, for the study of the Main Estimates 2024-25, be adopted.

It was agreed, — That the proposed budget in the amount of $1,000, for the study of the Supplementary Estimates (C), 2023-24, be adopted.

Motion

Larry Brock moved, — That the committee direct the Canada Border Services Agency (CBSA) to present, no later than April 2nd, 2024: (a) all Botler AI communication with Erin O’Gorman and other employees of the CBSA; (b) the misconduct report received from Botler AI in the fall of 2022, and (c) any and all evidence pertaining to the deleted and/or missing CBSA emails attributed to Minh Doan.

Debate arose thereon.

At 2:02 p.m., the sitting was suspended.

At 2:13 p.m., the sitting resumed.

Amendment

Charles Sousa moved, — That the motion be amended by replacing all the words after “Canada Border Services Agency (CBSA)” with the following:

''to present to the committee, no later than Friday, April 19, 2024, at 12:00 p.m.: (a) all Botler AI communication with Erin O’Gorman and other employees of the CBSA; and

(b) the misconduct report received from Botler AI in the fall of 2022''.

After debate, the question was put on the amendment of Charles Sousa and it was agreed to.

The motion, as amended, read as follows:

That the Committee direct the Canada Border Services Agency (CBSA) to present to the committee, no later than Friday, April 19, 2024, at 12:00 p.m.: (a) all Botler AI communication with Erin O’Gorman and other employees of the CBSA; and (b) the misconduct report received from Botler AI in the fall of 2022.
