The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $3250.00, for the study of privacy breaches at the Canada Revenue Agency, be adopted.

As an individual
• André Lareau, Associate Professor, Faculty of Law, Université Laval
Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Tuesday, October 29, 2024, the committee resumed its study of privacy breaches at the Canada Revenue Agency.

André Lareau made a statement and answered questions.

At 4:06 p.m., the meeting was suspended.

At 4:07 p.m., the meeting resumed.

Motion

Michael Barrett moved, — That the Committee summon Felix Papineau and Shawna Parker to testify before this committee on November 26, 2024, provided that the Chair and clerk be directed to retain, if necessary, the services of a skip tracer to assist with the service of the summonses.

Debate arose thereon.

Amendment

Frank Caputo moved, — That the motion be amended by replacing the words “November 26” with the words “December 10”.

Motion

Iqra Khalid moved, — That the committee proceed to sit in camera.

The question was put on the motion and the result of the vote was announced:

YEAS: Parm Bains, Darren Fisher, Anthony Housefather, Iqra Khalid, Brenda Shanahan — 5;

NAYS: Michael Barrett, Frank Caputo, Adam Chambers, Matthew Green, René Villemure — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

After debate, by unanimous consent, the amendment was withdrawn.

On motion of Anthony Housefather, it was agreed, — That the motion be amended by replacing the words “November 26” with the words “at a date to be determined by the Chair in consultation with the Vice-Chairs and NDP”.

Amendment

Brenda Shanahan moved, — That the motion be amended by deleting the words “, provided that the Chair and Clerk be directed to retain, if necessary, the services of a skip tracer to assist with the service of the summonses”.

Debate arose thereon.

The question was put on the amendment of Brenda Shanahan and it was agreed to on the following recorded division:

YEAS: Parm Bains, Darren Fisher, Anthony Housefather, Iqra Khalid, Brenda Shanahan — 5;

NAYS: Michael Barrett, Frank Caputo, Adam Chambers, René Villemure — 4.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Parm Bains, Michael Barrett, Frank Caputo, Adam Chambers, Darren Fisher, Matthew Green, Anthony Housefather, Iqra Khalid, Brenda Shanahan, René Villemure — 10;

NAYS: — 0.

The motion, as amended, read as follows:

That the Committee summons Felix Papineau and Shawna Parker to testify before this Committee at a date determined by the Chair in consultation with the Vice-Chairs and NDP.

On motion of Iqra Khalid, it was agreed, —

With respect to the financial support provided to Canadian politicians for legal fees or other purposes by X Corporation, the committee order the production within seven days:

• The names of all Canadian politicians who have received financial support.

• How much financial support each has received to date.

• How much financial support each is entitled to receive.

• The mechanisms in place to ensure that all money is going to intended purposes.

• Proof that all money to date has gone to intended purposes and that checks and balances are functioning.

• The status of all legal proceedings referred to above.
