MINUTES OF PROCEEDINGS

Meeting No. 3

Tuesday, May 8, 2001

The Budget Sub-Committee of the Liaison Committee met in camera at 1:05 p.m. this day, in Room 371, West Block, the Chair, Bill Graham, presiding.

Members of the Sub-Committee present: Bonnie Brown, Bill Graham, Clifford Lincoln, and John Williams.

Associate Member present: Michel Guimond.

Other Members present: Charles Caccia, Jim Pankiw.

In attendance: From the Committees and Parliamentary Associations Directorate: Luc Fortin, Deputy Principal Clerk; From Financial Services: Linda Biard, Financial Analyst.

Consideration of budget submissions in accordance with Standing Order 107(1).

It was agreed, - That the Standing Committee on Fisheries and Oceans be granted an operational budget in the amount of $36,200 for the budget period of April 1 to June 30, 2001 (fiscal year 2001-2002) for its study of the problems of the sockeye salmon on the Fraser-Adams Rivers, shrimpers' practices when processing catches aboard boats, and the Canadian Coast Guard's search and rescue capabilities.

It was agreed, - That the Standing Committee on Transport and Government Operations be granted an operational budget in the amount of $30,200 for the budget period of April 1 to June 30, 2001 (fiscal year 2001-2002).

It was agreed, - That the Standing Joint Committee on the Scrutiny of Regulations be granted an operational budget in the amount of $14,210 for the fiscal year 2001-2002; and that a letter signed by the Chair of the Liaison Committee be transmitted to the co-chairs of the Standing Joint Committee on the Scrutiny of Regulations affirming the principle that normal infrastructure expenses, such as postage, courier services, paper, office supplies, and other such expenses must in the future be paid by the institution that houses the Committee.

It was agreed, - That the Standing Committee on Environment be granted an operational budget in the amount of $150,000 for the budget period of April 1, 2001 to March 31, 2002 (fiscal year 2001-2002) for its study on Estimates, follow-up on various reports; Bills; and that the budget be allocated in three separate instalments of $50,000 upon confirmation by the Clerk of the Committee that the previous instalment is spent.

It was agreed, - That the Standing Committee on Environment be granted a budget of $17,414 to travel to Paris, France, from May 13-17, 2001, to attend the OECD Conference.

It was agreed, - That the Standing Committee on National Defence and Veterans Affairs be granted an operational budget in the amount of $34,600 for its study on the state of readiness of the Canadian forces (fiscal year 2001-2002).

It was agreed, - That the Standing Committee on Finance be granted an operational budget in the amount of $50,000 for the fiscal year 2001-2002.

It was agreed, - That the Standing Joint Committee on Scrutiny of Regulations be granted a budget of $122,360 to travel to Sydney, Australia, from July 6-16, 2001, to attend a Conference on Regulation Reform.

At 2:22 p.m., the Committee adjourned to the call of the Chair.
