MINUTES OF PROCEEDINGS

Meeting No. 9

Tuesday, November 27, 2001

The Budget Sub-Committee of the Liaison Committee met in camera at 1:04 p.m. this day, in Room 112-N, Centre Block, the Chair, Bill Graham, presiding.

Member of the Sub-Committee present: Bonnie Brown, Bill Graham, Clifford Lincoln, Judi Longfield, Susan Whelan, John Williams.

Associate Member present: Michel Guimond.

Other Member present:  Marlene Jennings, Andy Scott, Charles Hubbard.

In attendance:.  From the Committees Directorate: Christine Fisher, Clerk of the Standing Committee on Canadian Heritage; Elizabeth Kingston, Clerk of the Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade; Marie-Danielle Vachon, Clerk of the Standing Committee on Justice and Human Rights; Suzanne Verville, Clerk of the Standing Committee on Agriculture and Agri-Food;

Consideration of budget submissions in accordance with Standing Order 107(1).

It was agreed, -- That Committees be entreated to give first thought to using video-conferencing for the hearing of witnesses where it is possible or expedient to do so.

The following operational budgets were approved:

a)   $ 150,000, in $ 50,000 increments, to the Standing Committee on Health

b)   $ 150,000, in $ 50,000 increments, to the Standing Committee on Justice and Human Rights

The following travel budgets were approved in principle provided that additional funds are made available to the Liaison Committee to finance these projects:

a)   $ 140,000 to the Standing Committee on Industry, Science and Technology, for travel to Washington ($ 60,000) and Europe ($ 80,000) on the regulatory framework for research grants and the use of peer review as a process for allocating them.

b)   $ 71,600 to the Standing Committee on Foreign Affairs and International Trade for travel to Columbia by its Sub-Committee on Human Rights and International Development.

c)   $ 353,000 to the Standing Committee on Agriculture and Agri-food to travel and hold hearings across Canada on the future role of government in the agricultural sector.

d)   $ 231,000 to the Standing Committee on Canadian Heritage to travel and hold hearings in Western Canada, Toronto and Montreal on its review of the Broadcasting Act (travel to Eastern Canada is being planned for the new fiscal year).

It was agreed, -- that the concerned Committee Chairs review and coordinate their travel plans so as to eliminate conflicting travel requests.

At 2:03 p.m., the Committee adjourned to the call of the Chair.
