MINUTES OF PROCEEDINGS

Meeting No. 5

Wednesday, November 24, 1999

The Standing Committee on Citizenship and Immigration met at 3:37 p.m. this day, in Room 209, West Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Rob Anders, Leon Benoit, Bernard Bigras, John Bryden, Joe Fontana, Rick Limoges, Steve Mahoney, John McKay, David Price and Andrew Telegdi.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Appearing: The Honourable Elinor Caplan, Minister of Citizenship and Immigration.

Witnesses: From the Department of Citizenship and Immigration: Daniel Costello, Executive Assistant to the Minister; Janice Cochrane, Deputy Minister; Michel Dorais, Associate Deputy Minister; Martha Nixon, Assistant Deputy Minister, Operations; Georges Tsaï, Assistant Deputy Minister, Corporate Services; Greg Fyffe, Assistant Deputy Minister, Policy and Program Development.

The Chairman presented the SECOND REPORT of the Sub-Committee on Agenda and Procedure which is as follows:

Your Sub-Committee met on Thursday November 16, 1999, to plan the future business of the Committee, and has agreed to make the following recommendations:

1.-- That the Committee adopt the amended draft Terms of Reference prepared by the Researcher with respect to its study relating to all aspects of the Refugee Determination System and Illegal Migrants.

2.-- That for the above study, the Clerk of the Committee Schedule meetings with the following Organizations and Individuals in attendance:

- United Nations High Commissioner for Refugees - UNHCR

- Solicitor General of Canada - Organized crime

- Canadian Council for Refugees

- Royal Canadian Mounted Police

- Shipping Federation of Canada

- Air Transport Association of Canada

- Canadian Bar Association

- "Association Québécoise des avocats et avocates en droit de l'immigration"

As Individuals:

- Martin Collacott (Vancouver B.C.)

- Bill Bauer (Hensall, Ontario)

- Barbara Jackman, Refugee expert (lawyer in Toronto)

- David Matas - Refugee expert (lawyer in Toronto)

On motion of Steve Mahoney, the SECOND REPORT of the Sub-Committee on Agenda and Procedure was concurred in.

Pursuant to Standing Order 108(2), the Committee proceeded to consider the Performance Report of the Department of Citizenship and Immigration for the period ending March 31, 1999.

The Minister made a statement and, with Michel Dorais, Martha Nixon, and Greg Fyffe, answered questions.

At 5:30 p.m., the Committee adjourned until 9:00 a.m. Thursday, November 25, 1999.
