Meeting No. 20

Thursday, March 30, 2000

The Standing Committee on Citizenship and Immigration met at 9:11 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Rob Anders, Jean Augustine, Leon Benoit, Bernard Bigras, Joe Fontana, Sophia Leung, Rick Limoges, Steve Mahoney, John McKay, David Price and Andrew Telegdi.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Researcher.

Witnesses: From the Ukrainian Canadian Congress: Eugene Czolij, President; Adrian Boyko, First Vice-President and Chair, Canadian Issues Committee; Peter K. Doody, Partner, Borden Ladner Gervais. From the Coalition of Concerned Congregations on the Law relating to War Crimes and Crimes against Humanity including those of the Holocaust: Kenneth M. Narvey, Legal Researcher and Chief Operating Officer.

Pursuant to its Order of Reference of Thursday, March 23, 2000, the Committee resumed consideration of Bill C-16, An Act respecting Canadian citizenship. (See Minutes of Proceedings, Wednesday, March 29, 2000 , Meeting No. 19)

The Committee resumed consideration of Clause 2.

Eugene Czolij from the Ukrainian Canadian Congress made a statement and, with the other witnesses, answered questions.

Kenneth M. Narvey from the Coalition of Concerned Congregations on the Law relating to War Crimes and Crimes against Humanity including those of the Holocaust made a statement and answered questions.

The Chairman presented the Fourth Report of the Subcommittee on Agenda and Procedure, which is as follows:

Your Sub-Committee met on Thursday, March 23, 2000, and has agreed to make the following recommendations:

1. - That the evidence taken by the Standing Committee on Citizenship and Immigration on Bill C-63, An Act respecting Canadian citizenship, during the FIRST SESSION of the present Parliament be deemed adduced by the Committee in the Current Session in relation to Bill C-16, An Act respecting Canadian citizenship.

2. - That the Minister of Citizenship and Immigration be invited to appear before the Committee on Wednesday, March 29, 2000 at 3:30 p.m. with respect to Bill C-16, An Act respecting Canadian citizenship.

3. - That two days, Thursday, March 30, 2000 and Wednesday, April 5, 2000 be set aside to hear witnesses who had not appeared before the Committee on Bill C-63.

4. - That the Committee proceed to Clause by Clause consideration of Bill C-16, an Act respecting Canadian citizenship on Thursday, April 6, 2000.

5. - That pursuant to Standing Order 108(2) the Committee undertake a study on Canadian Demographics and Future Immigration Levels on Wednesday, April 12, 2000, at 3:30 p.m., with the Department of Citizenship and Immigration in attendance.

6. - That Professor David Foot of the Department of Economics, University of Toronto, be invited to appear on Thursday, April 13, 2000, at 9:00 a.m. with regard to the above mentioned study.

7. - That pursuant to Standing Order 81(4), the Main Estimates of the Immigration and Refugee Board for the fiscal year ending March 31, 2001 and pursuant to Standing Order 81(7), Part III - Report on Plans and Priorities 2000-2001 be considered on Wednesday, May 3, 2000 at 3:30 p.m.

8. - That pursuant to Standing Order 81(4), the Main Estimates of the Department of Citizenship and Immigration for the Fiscal year ending March 31, 2001 and pursuant to Standing Order 81(7), Part III - Report on Plans and Priorities 2000-2001 be considered on Wednesday, May 10, 2000 at 3:30 p.m. with the Minister of Citizenship and Immigration in appearance.

Steve Mahoney moved, - That the FOURTH REPORT of the Subcommittee on Agenda and Procedure be concurred in.

Leon Benoit moved, - That Paragraph (3) be amended by deleting the period after Bill C-63 and adding the following thereto:

"and that the Committee set aside another day or two to accommodate the following witnesses:

- Metro Toronto Chinese and Southeast Asian Legal Clinic;

- The Canadian Labour Congress; and

- The Organization of Professional Consultants".

After debate, the question being put on the amendment, it was negatived on the following recorded division:

Steve Mahoney moved, - That the evidence adduced at the in camera meetings held on February 23 and 24, 2000, relating to Discusson Paper (Options for a Report) on the subject matter of Refugee Determination System and Migrants be made Public and that accordingly the Minutes be amended.

After debate, the question being put on the motion, it was agreed to.

At 10:45 a.m., the Committee adjourned until 3:30 p.m., Wednesday, April 5, 2000.
