Meeting No. 2

Wednesday, November 3, 1999

The Standing Committee on Citizenship and Immigration met at 3:35 p.m. this day, in Room 308, West Block, the Vice-Chair, Steve Mahoney, presiding.

Members of the Committee present: Rob Anders, Jean Augustine, John Bryden, Joe Fontana, Sophia Leung, Rick Limoges, Steve Mahoney, John McKay, David Price and Andrew Telegdi.

Acting Members present: Yves Rocheleau and Réal Ménard for Bernard Bigras.

Associate Member present : Réal Ménard.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the Department of Citizenship and Immigration: Greg Fyffe, Assistant Deputy Minister, Policy and Program Development; Martha Nixon, Assistant Deputy Minister, Operations; Elizabeth Tromp, Director General, Enforcement Branch; Gerry Van Kessel, Director General, Refugees; David Dunbar, Counsel, Legal Services.

Pursuant to Standing Order 108(2), the Committee commenced its study on all aspects of the Refugee Determination System and Illegal Migrants.

At 15:54 p.m., the Chairman, Joe Fontana, took the Chair.

Greg Fyffe and Martha Nixon made statements.

The witnesses answered questions.

The Chairman presented the FIRST REPORT of the Sub-Committee on Agenda and Procedure, which is as follows:

1. - That the Committee conduct a study on all aspects of the Refugee Determination System and Illegal Migrants.

2. - That hearings commence on the above study with the officials of the Department of Citizenship and Immigration on Wednesday November 3, 1999 at 3:30 p.m. and officials of the Immigration Refugee Board on Thursday, November 4, 1999 at 9:00 a.m.

3. - That the Honourable Elinor Caplan, Minister of Citizenship and Immigration be invited to appear before the Committee on Wednesday, November 24, 1999 at 3:30 p.m. on the Performance Report of the Department of Citizenship and Immigration for the period ending March 31, 1999.

4. - That the Department of Citizenship and Immigration provide the Committee with a comparative study, in a Chart Form, on the Immigration and Refugee Systems of countries such as Australia, the United States, Great Britain, France and Germany, in particular the Refugee Systems of these countries as soon as possible to assist the Committee in its study on all aspects of the Refugee Determination System and Illegal Migrants.

On motion of Rick Limoges, the FIRST REPORTof the Sub-Committee on Agenda and Procedure was concurred in.

At 5:15 p.m., the Committee adjourned until 9:00 a.m. Thursday, November 4, 1999.
