MINUTES OF PROCEEDINGS

Meeting No. 18

Monday, March 20, 2000

The Standing Committee on Citizenship and Immigration met at 3:42 p.m. this day, in Room 307, West Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Jean Augustine, Leon Benoit, Bernard Bigras, Paul Bonwick, Joe Fontana, Sophia Leung, Rick Limoges, Steve Mahoney, Pat Martin, John McKay and Andrew Telegdi.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young and Jay Sinha, Research Officers.

The Committee proceeded to consider a question of privilege relating to the release of the draft report to the House entitled: "Refugee Protection and Border Security: Striking a Balance" by the Honourable Member for Lakeland, Alberta, Mr. Leon Benoit.

Steve Mahoney moved, - That the Committee report to the House of Commons, the unparliamentary action of the Member from Lakeland, Alberta, Mr. Leon Benoit, who held a Press Conference on March 16, 2000 and released the draft report entitled: "Refugee Protection and Border Security: Striking a Balance", before it had been finalized, adopted and tabled in the House.

After debate, the question being put on the motion, it was agreed to.

It was agreed, - That the Chair Table the Report as the FIRST REPORT to the House.

It was agreed, - That the Minutes of Proceedings of March 2, 2000 be amended by deleting

"That the Draft Report be considered in Public" and substituting the following therefor:

"That the Discussion Paper (Options for a Report) be considered in Public".

Pursuant to Standing Order 108(2), the Committee resumed its study on all aspects of the Refugee Determination System and Illegal Migrants. (See Minutes of Proceedings of Wednesday, November 3, 1999, Meeting No. 2)

At 4:25 p.m., the Committee proceeded to sit in camera.

The Committee resumed consideration of its draft report to the House relating to its study on all aspects of the Refugee Determination System and Illegal Migrants.

It was agreed, - That the draft Report, as amended, be adopted as the Second Report of the Committee.

It was agreed, - That the Title of the study be changed from "All aspects of Refugee Determination System and Illegal Migrant " to "All aspects of the Refugee Determination System and Migrants".

It was agreed, - That the Title of the Report be "Refugee Protection and Border Security: Striking a Balance".

It was agreed, - That the Committee append to its report supplementary or dissenting opinions from the Opposition Parties provided that they be no more than 5 pages in length (font = 12; line spacing = 1.5) and submitted to the Clerk in both official languages no later than 5 o'clock, p.m., on Tuesday, March 21, 2000.

It was agreed, - That the Committee print 550 copies of its SECOND REPORT in a tumble bilingual format.

It was agreed, - That pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the report as may be necessary without changing the substance of the Report.

It was agreed, - That the Chair table the Report as the SECOND REPORT to the House.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
