MINUTES OF PROCEEDINGS

Meeting No. 32

Thursday, September 28, 2000

The Standing Committee on Citizenship and Immigration met in a televised session at 9:15 a.m. this day, in Room 253-D, Centre Block.

Members of the Committee present: Rob Anders, Jean Augustine, Leon Benoit, Bernard Bigras, John Bryden, Joe Fontana, Rick Limoges, Angela Vautour, Tom Wappel.

Acting Members present: Stan Keyes for Reg Alcock, Mark Assad for Raymond Lavigne, Peter Adams for Steve Mahoney, Marlene Catterall for Jacques Saada.

In attendance: From the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the Immigration and Refugee Board: Peter Showler, Chairperson; Philip Palmer, General Counsel and Director General, Legislative Implementation Project Office; Glen Bailey, Director General, Policy, Planning and Research.

Pursuant to Standing Orders 106(1) and (2), election of a Chair and Vice-Chairs.

The Clerk presided over the election of the Chair.

On motion of Stan Keyes, Joe Fontana was elected as Chair of the Committee.

On motion of Stan Keyes, Steve Mahoney was elected as Vice-Chair of the Committee in absentia.

On motion of Leon Benoit, Inky Mark was elected as Vice-Chair of the Committee in absentia.

Pursuant to its Order of Reference of Tuesday, June 6, 2000, the Committee resumed consideration of Bill C-31, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger (See Minutes of Proceedings, Thursday, June 8, 2000, Meeting No. 30).

Peter Showler made an opening statement and, with the witnesses, answered questions.

At 10:50 a.m., the Committee adjourned to the call of the Chair.
