MINUTES OF PROCEEDINGS

Meeting No. 3

Tuesday, March 13, 2001

The Standing Committee on Citizenship and Immigration met at 9:00 a.m. this day, in Room 705, La Promenade Building, the Chair, Joe Fontana, presiding.

Members of the Committee present: Mark Assad, Jean Augustine, Madeleine Dalphond-Guiral, Mark Eyking, Joe Fontana, Steve Mahoney, Anita Neville, Judy Wasylycia-Leis, Lynne Yelich.

Other Members present: Andrew Telegdi, John Bryden.

In attendance: From the Library of Parliament: Jay Sinha, Researcher.

Witnesses: From the Citizenship and Immigration Canada: Joan Atkinson, Assistant Deputy Minister, Policy and Program Development; Paul Girard, Director General, Selection; Dick Graham, Acting Director, Legislative Review, Enforcement; Gerry Van Kessel, Director General, Refugees; Daniel Therrien, General Counsel, Legal Services.

Pursuant to its Order of Reference of Tuesday, February 27, 2001, the Committee resumed consideration of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger (See Minutes of Proceedings, Thursday, March 1st, 2001, Meeting No. 2).

Joan Atkinson made an opening statement and with the witnesses answered questions.

On motion of Anita Neville, it was agreed, - That pursuant to its Order of Reference of February 27, 2001 relating to Bill C-11, an Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger, the Committee be composed of ten (10) members. Two (2) Canadian Alliance members, one (1) Bloc Quebecois member, one (1) NDP member, one (1) PC member and five (5) liberals and that they be authorized to hold public hearings during the month of April in six cities, namely, Vancouver, Winnipeg, Toronto, London, Windsor and Montreal, that the necessary staff accompany the Committee and also the Chairman's assistant and that members of the Committee use one of their points for this trip.

On motion of Anita Neville, it was agreed, - That the Committee approve the proposed travel budget of $132,980.00 and the proposed travel plan and the schedule of Hearings on Bill C-11 - Immigration and Refugee Protection Act and that the Chairman be authorized to present it to the Liaison Committee.

On motion of Anita Neville, it was agreed, - That the Committee request authorization from the House to televise its Public hearings on Bill C-11, an Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger in Vancouver, Winnipeg, Toronto and Montreal.

On motion of Lynne Yelich, it was agreed, - That the Chair be authorized in consultation with the Researcher and the Clerk of the Committee to Group different organizations so that a number of witnesses could be heard.

On motion of Madeleine Dalphond-Guiral, it was agreed, -That the Chair be authorized to issue a Press Release announcing that the Committee will hold Public Hearings on Bill C-11, an Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger and that these hearings will be televised.
