Meeting No. 8

Thursday, March 29, 2001

 

The Standing Committee on Foreign Affairs and International Trade met at 9:11 a.m. this day, in Room 705, La Promenade Building, the Chair, Bill Graham, presiding.

Members of the Committee present: Colleen Beaumier, Bill Graham, John Harvard, Francine Lalonde, Gary Lunn, Diane Marleau, Pat O'Brien, Pierre Paquette, Denis Paradis, Bernard Patry.

Acting Members present: Mac Harb for Jean Augustine, Pat Martin for Svend Robinson.

In attendance: From the Library of Parliament: Peter Berg; John M. Wright.

Witnesses: From the Canadian Labour Congress: Hassan Yussuff, Executive Vice-President; Pierre Laliberté, Senior Economist. From the University of Toronto: John Kirton, University of Toronto. From the COPA: Oswaldo Molestina Zavala, Vice President of COPA and Member of the Parliament from Equador From the C.D. Howe Institute: Alan Alexandroff, Fellow in Residence. From the Department at the Latin American Faculty of Social Sciences (FLACSO) Argentina: Dr. Diana Tussie, Director of the Research Program on International Economic Institutions and the Latin American trade Network in Buenos Aires and Senior Research Fellow in the International Relations Department. From the North-South Institute: Dr. Ann Weston, Vice-President.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the Summit of the Americas and the FTAA.

The witnesses each made a statement and with the assistance of Andrés Rius, Program Officer at IDRC's Regional Office for Latin America and the Caribbean, answered questions.

With unanimous consent, the requirement of 24 hours notice for the consideration of new business adopted by the Committee on February 20, 2001 was waived.

On motion of Gary Lunn, - It was agreed that pursuant to Standing Order 81(4), the Committee hold meeting between now and May 18th to consider and report on the 2001-02 Main Estimates, votes 1, 5, 10, 15, 20, 25, L30, L35, 40, 45, 50 and 55 for the Department of Foreign Affairs and International Trade.

That the Committee invite both the Minister of Foreign Affairs and the Minister of International trade and senior departmental officials to appear at those meetings.

That the Minister and senior departmental officials provide information relating to future expenditure plans and priorities of the department of Foreign Affairs and International Trade.

On motion of Pierre Paquette, - It was agreed that in the context of its present study, the Committee invite the Minister of Canadian Heritage to speak on cultural questions related to the FTAA.

At 12:01 p.m., the Committee adjourned to the call of the Chair.
