Meeting No. 53
Tuesday, January 29, 2002
The Standing Committee on Foreign Affairs and International Trade met at 9:07 a.m. this day, in Room 371, West Block, the Vice-chair, Jean Augustine, presiding.
Members of the Committee present: Jean Augustine, George S. Baker, Aileen Carroll, Bill Casey, John Duncan, John Harvard, Marlene Jennings, Stan Keyes, Francine Lalonde, Brian Pallister, Svend Robinson.
Acting Members present: Irwin Cotler for Bill Graham, Tony Valeri for Diane Marleau, Antoine Dubé for Pierre Paquette.
Associate Member present: Mac Harb.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.
Witness: From the Department of Foreign Affairs and International Trade: Robert Fowler, Personal Representative of the Prime Minister for the G8 Summit and Personal Representative of the Prime Minister for Africa.
Pursuant to Standing Order 108(2), the Committee commenced consideration of the Agenda of the 2002 G8 Summit (See Minutes of Proceedings of Tuesday, October 16, 2001).
Robert Fowler made a statement and answered questions.
At 11:05 a.m., the sitting was suspended.
At 11:08 a.m., the sitting resumed.
The Committee proceeded to discuss its future business.
On a motion by Stan Keyes it was agreed, --That the Committee hold a joint meeting with the Committee on Foreign Affairs of the Norwegian Parliament at 11:00 a.m. on Tuesday, February 5 followed by a lunch offered by the Committee.
It was agreed, --That the Committee meet and offer hospitality to the Committee on Foreign Affairs of the Parliament of the Republic of Croatia at an appropriate time during the Committee’s visit to Canada later this year.
On a motion by Marlene Jennings, it was agreed, --That in addition to its regular meeting of Thursday morning, February 7, the Committee sit in the afternoon of the same day to hear witnesses only available at that time for its study of the North American Integration and that, notwithstanding the Order of February 20, 2001, creating the Sub-Committee on International Trade, Trade Disputes and Investment and the Sub-Committee on Human Rights and International Development, the same Sub-committees be authorized to sit at the same time as the Committee on that day.
On a motion by Aileen Carroll, it was agreed, --That the Ambassador of Mexico be invited to a lunch on February 19, 2002.
On a motion by Marlene Jennings, it was agreed, -- That the Order of February 20, 2001, creating the Sub-Committee on International Trade, Trade Disputes and Investment as amended on October 4, 2001 be amended by inserting between the words “sitting” and “and” the words “in Ottawa, to sit when the Committee is sitting outside the Parliamentary precinct”.
On a motion of Marlene Jennings, it was agreed, -- That the Order of
February 20, 2001, creating the Sub-Committee on Human Rights and International
Development as amended on October 4, 2001 be amended by inserting between the
words “sitting” and “and” the words “in Ottawa, to sit when the Committee is
sitting outside the Parliamentary precinct”.
At 11:30 a.m., the Committee adjourned to the call of the Chair.
