Meeting No. 29
Tuesday, October 2, 2001
The Standing Committee on Foreign Affairs and International Trade met at 9:05 a.m. this day, in Room 371, West Block.
Members of the Committee present: Jean Augustine, Hon. George Baker, Aileen Carroll, Bill Casey, John Duncan, Bill Graham, John Harvard, Marlene Jennings, Stan Keyes, Francine Lalonde, Diane Marleau, Keith Martin, Pat O'Brien, Brian Pallister, Bernard Patry, Svend Robinson.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz.
Pursuant to Standing Orders 106(1) and 106(2), the Clerk of the Committee presided over the election of a Chair.
On motion of Brian Pallister, it was agreed, -That Bill Graham be elected Chair of the Committee.
Accordingly, Bill Graham was declared duly elected Chair of the Committee and took the Chair.
On motion of Bernard Patry, it was agreed,--That Jean Augustine be elected Vice-chair of the Committee.
On motion of Aileen Carroll it was agreed,--That Brian Pallister be elected Vice-chair of the Committee.
Aileen Carroll moved that Beth Phinney be elected the Chair of the Sub-Committee on Human Rights and International Development.
Debate arose.
Svend Robinson moved that the debate be adjourned.
The question was put on the motion and it was agreed to.
On the motion of John Harvard, it was agreed, --That the Committee proceed to appoint the members of the sub-committees.
Aileen Carroll nominated Sarkis Assadourian, Colleen Beaumier, Irwin Cotler, Marlene Jennings and Beth Phinney to be the Liberal members of the Sub-Committee on Human Rights and International Development.
John Duncan nominated Deepak Obhrai to be the Canadian Alliance member of the Sub-Committee on Human Rights and International Development.
Francine Lalonde nominated Antoine Dubé to be the Bloc Québécois member of the Sub-Committee on Human Rights and International Development.
Svend Robinson nominated Svend Robinson to be the NDP member of the Sub-Committee on Human Rights and International Development.
Bill Casey nominated Bill Casey to be the Progressive Conservative / Democratic Representative Coalition member of the Sub-Committee on Human Rights and International Development.
It was agreed, --That the members so nominated constitute the Sub-Committee on Human Rights and International Development.
Marlene Carroll nominated Mark Eyking, Mac Harb, Patrick O’Brien, Bob Speller and Tony Valeri to be the Liberal members of the Sub-Committee on International Trade, Trade Disputes and Investment.
John Duncan nominated Rick Casson to be the Canadian Alliance member of the Sub-Committee on International Trade, Trade Disputes and Investment.
Francine Lalonde nominated Pierre Paquette to be the Bloc Québécois member of the Sub-Committee on International Trade, Trade Disputes and Investment.
Svend Robinson nominated Svend Robinson to be the NDP member of the Sub-Committee on International Trade, Trade Disputes and Investment.
Bill Casey nominated Gary Lunn to be the Progressive Conservative / Democratic Representative Coalition member of the Sub-Committee on International Trade, Trade Disputes and Investment.
It was agreed, --That the members so nominated constitute the Sub-Committee on International Trade, Trade Disputes and Investment.
John Harvard moved, -- That, with regard to the questioning of witnesses who are not ministers, that the first round of questions be limited to 8 minutes per member, followed by 5 minutes per member for subsequent rounds.
Debate arose.
The question was put on the motion and it was agreed to.
Accordingly, the Committee Order of February 20, 2001 concerning the questioning of witnesses now reads as follows: -- That witnesses be given ten (10) minutes for their opening statement and, that during the questioning of witnesses, there be allocated ten (10) minutes for the first questioner (of each party) when a Minister appears before the Committee and eight (8) minutes for other meetings and that thereafter five (5) minutes be allocated to each subsequent questioner alternating between opposition and government parties, at the discretion of the Chair.
On a motion of Pat O’Brien, it was agreed, --That John Harvard be appointed a Liberal member of the Sub-Committee on Agenda and Procedure.
On a motion of Bernard Patry, it was agreed, --That Diane Marleau be appointed a Liberal member of the Sub-Committee on Agenda and Procedure.
Ordered, --That the Sub-Committee on International Trade, Trade Disputes and Investment and the Sub-Committee on Human Rights and International Development meet prior to the adjournment of the House on October 5, 2001 for the purpose of electing Chairs.
John Duncan moved, --That all meetings at which a minister appears be televised.
Debate arose.
By unanimous consent the motion was withdrawn and the question was referrred to the Sub-Committee on Agenda and Procedure.
John Duncan moved, --That the consent of at least two (2) opposition members be required to permit the Committee to sit in camera.
After debate, the question was put on the motion and it was negatived.
John Duncan moved, --That all sub-committees elect their own Chairs in the future.
After debate, the question was put on the motion and it was negatived.
The Committee proceeded to discuss its future business.
Ordered, --That the Committee study of Bill C-32, An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica, be referred to the Sub-Committee on International Trade, Trade Disputes and Investment.
On a motion of Brian Pallister, it was agreed, --That, in relation to a Committee study of North American Integration and Security, the Minister of Foreign Affairs be invited to appear before the Committee as soon as possible.
At 10:15 a.m., the Committee adjourned to the call of the Chair.
