The Standing Committee on Foreign Affairs and International Trade met at 9:03 a.m. this day, in the Frontenac Room of the Château Frontenac Hotel, Quebec City, Quebec, the Vice-chair, Bernard Patry, presiding.
Members of the Committee present: Diane Marleau, Bernard Patry.
Acting Member present: Antoine Dubé for Pierre Paquette.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Blayne Haggart, Research Officer.
Witnesses: From the "Institut québécois des hautes études internationales": Louis Bélanger, Director of the Institute and professor of Political Science, Laval University; Richard Ouellet, Regular member of the Institute and Professor of Law, Laval University; Gordon Mace, Director of the Inter-american Studies at the Institute and Professor of Political Science, Laval University; Ivan Bernier, Regular member of the Institute and associate professor at the Law Faculty, Laval University. From Laval University: Benoît Carmichael, Professor, Department of Economics; Louis Balthazar, Professor Emeritus, Department of Political Science.
Pursuant to Standing Order 108(2), the Committee resumed its study on North American Integration and Canada's Role in the Light of New Security Challenges and the study of the Agenda of the 2002 G8 Summit (See Minutes of Proceedings of Tuesday, October 16, 2001, Meeting No. 31).
Louis Bélanger, Richard Ouellet, Gordon Mace and Ivan Bernier made statements and answered questions.
