Meeting No. 40

Tuesday, November 6, 2001

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:42 p.m. this day, in Room 237-C, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Casey, Rick Casson, Bill Graham, John Harvard, Marlene Jennings, Stan Keyes, Francine Lalonde, Diane Marleau, Brian Pallister.

Acting Members present: Lorne Nystrom for Svend Robinson; Alexa McDonough for Svend Robinson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Robin McKay, Gerald Schmitz, Research Officers.

Appearing: The Honourable John Manley, Minister of Foreign Affairs.

Witnesses: From the Department of Foreign Affairs and International Trade: Gaëtan Lavertu, Deputy Minister of Foreign Affairs; John Holmes, Director, United Nations, Criminal and Treaty Law Division; James R. Wright, Assistant Deputy Minister, Global and Security Policy.  From the Solicitor General Canada: Paul E. Kennedy, Senior Assistant Deputy Solicitor General, Policing and Security Branch; Dwight MacCallum, Assistant Commissioner, International Liaison and Protective Operations, RCMP.

Pursuant to its Order of Reference of Tuesday, October 23, 2001, the Committee resumed consideration of Bill C-35, An Act to amend the Foreign Missions and International Organizations Act (See Minutes of Proceedings, Tuesday, October 30, 2001, Meeting No. 37).

On Clause 1.

The Minister made an opening statement and with Paul E. Kennedy answered questions.

At 3:36 p.m., Jean Augustine took the Chair.

At 4:11 p.m., Bill Graham took the Chair.

At 4:33 p.m., pursuant to Standing Order 108(2), the Committee proceeded to hear an update on International Developments since the September 11, 2001 Terrorist Attacks (See Minutes of Proceedings, Thursday, November1, 2001, Meeting No. 38).

The Minister made an opening statement answered questions.

At 5:43 p.m., the Committee adjourned to the call of the Chair.
