Thursday, September 28, 2000

The Standing Committee on Finance met at 11:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Sue Barnes, Carolyn Bennett, Maurizio Bevilacqua, Rick Borotsik, Roy Cullen, Ken Epp, Albina Guarnieri, Sophia Leung, Yvan Loubier and The Hon. Lorne Nystrom.

Acting Members present: Tony Valeri for Nick Discepola, Guy St.-Julien for Gary Pillitteri and Hec Clouthier for Nick Discepola.

In attendance: From the Parliamentary Research Branch: Blayne Haggart, Researcher; Marion Wrobel, Senior Analyst. From Committees Directorate: Catherine Barrette, Procedural Clerk.

Pursuant to Standing Order 106(1) and (2), election of a Chair and Vice-Chairs

The Clerk of the Committee presided over the election of a Chair.

Roy Cullen moved, -- That Maurizio Bevilacqua takes the Chair as Chair of the Committee.

After debate, the question being put on the motion, it was agreed to.

On motion of Sue Barnes, it was agreed, -- That Nick Discepola be elected Vice-Chair of the Committee in absentia.

On motion of Yvan Loubier, it was agreed, -- That Ken Epp Harris be elected Vice-Chair of the Committee.

At 11:10 a.m., the sitting was suspended.

At 11:13 a.m., the sitting resumed.

The Order of Reference dated Tuesday, September 26, 2000, being now read as follows:

ORDERED, -- That Bill C-38, An Act to establish the Financial Consumer Agency of Canada and to amend certain Acts in relation to financial institutions be now read a second time and referred to the Standing Committee on Finance.

The Chair called Clause 1.

Frank Swedlove made an opening statement and, with other witnesses from the Department of Finance and the Office of the Superintendent of Financial Institutions, answered questions.

At 1:02 p.m., the Committee adjourned to the call of the Chair.
