The Standing Committee on Finance met at 3:36 p.m. this day, in Room 371, West Block, the Chair, Maurizio Bevilacqua, presiding.

Member of the Committee present: Sue Barnes, Carolyn Bennett, Maurizio Bevilacqua, Roy Cullen, Ken Epp, Yvan Loubier and The Hon. Lorne Nystrom.

Acting Members present: Tony Valeri for Nick Discepola.

In attendance: From the Parliamentary Research Branch: Blayne Haggart, Researcher; Marion Wrobel, Senior Analyst. From Committees Directorate: Catherine Barrette, Procedural Clerk.

Appearing: From the Department of Finance: Jim Peterson, Secretary of State (International Financial Institutions).

Witness: From the Department of Finance: Frank Swedlove, General Director, Financial Sector Policy Branch; Gerry Salembier, Acting Director, Financial Institutions Division, Financial Sector Policy Branch; Rhoda Attwood, General Counsel, Legal Services. The Committee resumed consideration of Bill C-38, An Act to establish the Financial Consumer Agency of Canada and to amend certain Acts in relation to financial institutions (See Minutes of Proceedings, Thursday, September 28, 2000, Meeting No. 81).

The Parliamentary Secretary made an opening statement and, with other witnesses from the Department of Finance and the Office of the Superintendent of Financial Institutions.

At 5:05 p.m., the Committee adjourned to the call of the Chair.
