The Standing Committee on Finance met at 9:06 a.m. this day, in the Ballroom, Empire Landmark Hotel, Vancouver, the Acting Chair, Karen Redman, presiding.

Members of the Committee present: Roy Cullen, Sophia Leung, The Hon. Lorne Nystrom, Karen Redman and Monte Solberg.

Acting Members present: Jim Jones for Scott Brison; Pierre de Savoye for Yvan Loubier,

In attendance: From the Library of Parliament: Jean Soucy, Researcher; Marion Wrobel, Senior Analyst.

Witnesses: Roundtable I -From the British Columbia Teachers' Federation: David Chudnovsky, President. From the College Institute Educators' Association of B.C.: Cindy Oliver, Secretary-Treasurer; Maureen Shaw, President; Roseanne Moran, Communications and Research Staff Representative. From the Confederation of University Faculty Associations of British Columbia: Dr. Jim Gaskell, President; Robert Clift, Executive Director. From the Business Council of British Columbia: Jock Finlayson, Vice-President, Policy; Tim McEwan, Director, Programs and Policy. From the Pacific Corridor Enterprise Council: Peter Fraser, President. From the Vancouver Board of Trade: Grayden Hayward, Director, President and Chief Executive Officer, Carrera Ventures Ltd.; David Bassett, Co-Chair, Tax Cut Task Force. As Individual: Prof. Herbert Grubel, Professor of Economics, Simon Fraser University.

In accordance with its mandate under Standing Order 83.1, the Committee resumed its Pre-Budget Consultations. (See Minutes of Proceedings, Tuesday, November 2, 1999, Meeting No. 2).

Maureen Shaw, David Chudnovsky, Jim Gaskell, Jennifer Orum, Philip Owen and Don Avison made statements and, with the other participants in roundtable I, answered questions.

At 10:44 a.m., the sitting was suspended.

At 10:50 a.m., the sitting resumed.

Chief Jules, John Winter, Jock Finlayson, Peter Fraser, Grayden Hayward, David Bassett and Herbert Grubel made statements and, with the other participants in roundtable II, answered questions.

At 12:29 p.m., the Committee adjourned to the call of the Chair.
