The Standing Committee on Finance met at 3:37 p.m. this day, in Room 362, East Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Maurizio Bevilacqua, Ken Epp, Richard Harris, Sophia Leung, Monte Solberg and Paul Szabo.

Acting Member present: Jocelyne Girard-Bujold for Yvan Loubier.

Associate Member present: Paul Forseth.

In attendance: From the Library of Parliament: Jean Soucy, Researcher; Marion Wrobel, Senior Analyst.

Witnesses: From the Emergency Preparedness Canada: Allan Bartley, Director General, Policy, Planning and Readiness. From the Insurance Bureau of Canada: George D. Anderson, President and Chief Executive Officer; Paul Kovacs, Senior Vice-President, Policy Development and Chief Economist. From the Conservation Ontario (Newmarket): James S. Anderson, General Manager. From the Global Change Strategies International: James P. Bruce, Senior Associate. From «Ordre des ingénieurs du Québec»: Roger Nicolet, President; Hubert Stéphane, General Secretary. From the Town of Houston: Tom Euverman, Mayor. From the Canadian National Committee of the International Decade for Natural Disaster: Dr. Allan Davenport, Chair.

Pursuant to Standing Order 108(2), the Committee commenced consideration of the Natural Disaster Reduction Plan.

George Anderson, Allan Bartley, James Anderson, James Bruce, Roger Nicolet, Tom Euverman and Allan Davenport made statements and, with the other witnesses in the round table, answered questions.

At 5:33 p.m., the Committee adjourned to the call of the Chair.
