The Standing Committee on the Status of Women met at 11:00 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Lysane Blanchette-Lamothe, presiding.

 

Members of the Committee present: Stella Ambler, Niki Ashton, Joyce Bateman, Lysane Blanchette-Lamothe, Joan Crockatt, Anne-Marie Day, Roxanne James, Tilly O'Neill Gordon, Hon. Judy Sgro, Susan Truppe and Wai Young.

 

Acting Members present: Mylène Freeman for Sana Hassainia and Irene Mathyssen for Niki Ashton.

 

In attendance: Library of Parliament: Laura Munn-Rivard, Analyst; Havi Echenberg, Analyst.

 

Witnesses: Women's Legal Education and Action Fund: Ainslie Benedict, Partner, Nelligan O'Brien Payne LLP; Kim Stanton, Legal Director. Law Society of Upper Canada: Josée Bouchard, Equity Advisor, Equity Initiatives Department; Ekua Quansah, Associate Counsel, Equity Initiatives Department. As an individual: Lynn Bowes-Sperry, Associate Professor of Management, College of Business, Western New England University.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, May 16, 2012, the Committee resumed its study of sexual harassment in the federal workplace.
 

Judy Sgro moved, — That the Committee resume debate on the motion moved by Judy Sgro on Thursday, May 23, 2013.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Anne-Marie Day, Mylène Freeman, Irene Mathyssen, Judy Sgro — 4; NAYS: Stella Ambler, Joyce Bateman, Joan Crockatt, Roxanne James, Tilly O'Neill Gordon, Susan Truppe, Wai Young — 7.

 

Ainslie Benedict and Josée Bouchard made statements and, with Kim Stanton, answered questions.

 

At 12:03 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed.

 

Lynn Bowes-Sperry made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Susan Truppe moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Stella Ambler, Joyce Bateman, Joan Crockatt, Roxanne James, Tilly O'Neill Gordon, Susan Truppe, Wai Young — 7; NAYS: Niki Ashton, Anne-Marie Day, Mylène Freeman, Judy Sgro — 4.

 

At 12:51 p.m., the sitting was suspended.

At 12:52 p.m., the sitting resumed in camera.

 

It was agreed, — That, in relation to the study of sexual harassment in the federal workplace:

1. the analysts complete the summary of evidence for distribution to the Committee by Tuesday, June 18, 2013;

2. the summary of evidence incorporate information received by Friday, May 31, 2013;

3. additional recommendations to be included in the draft report be submitted to the clerk of the Committee by 4:00 p.m. on Tuesday, July 2, 2013;

4. a draft report including additional recommendations be distributed to members of the Committee the week of August 12, 2013.

 

It was agreed, — That the Subcommittee on Agenda and Procedure meet on Thursday, May 30, 2013 to discuss planning of future business.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
