Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2016, the Committee resumed its study of the Canadian transportation and logistics strategy.

It was agreed, — That members submit their recommendations for the interim report on the study of the Canadian Transportation and Logistics Strategy, to the Clerk of the Committee, no later than 5:00 p.m. on Friday, December 14, 2018.

The Committee proceeded to the consideration of matters related to Committee business.

At 9:25 a.m., the sitting was suspended.

At 9:25 a.m., the sitting resumed in public.

It was agreed, — Given that public transit is an essential service and that the end date Greyhound announced for its bus services in some Western provinces has arrived, the Committee request that the Minister of Transport appear before the Committee as soon as possible to share his solutions.

As agreed to at the meeting on Tuesday, October 30, 2018, the Committee resumed consideration of the following the motion:

  • That the Committee commit to no more than four meetings to study bus passenger safety, hearing from, in order but not limited to, emergency room physicians and coroners, the Transportation Safety Board, the US National Highway Transportation Safety Authority, transportation safety advocates and stakeholders, and finally from bus manufacturers, and that the Chair be empowered to coordinate the necessary witnesses, resources and scheduling to complete this task.

It was agreed, — That the motion be amended by replacing the words “not more than” with the words “no less than”.

It was agreed, — That the motion be amended by adding after the words “bus passenger safety,” the following: “including school buses,”.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That the Committee shall commit to no less than four meetings to study bus passenger safety, including school buses, hearing from, in order but not limited to, emergency room physicians and coroners, the Transportation Safety Board, the US National Highway Transportation Safety Authority, transportation safety advocates and stakeholders, and finally from bus manufacturers, and that the Chair be empowered to coordinate the necessary witnesses, resources and scheduling to complete this task.

It was agreed, — That the Committee accept the invitation from the Standing Committee on Finance to study the subject matter of clauses 688 to 747 (Divisions 22 and 23) of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

It was agreed, — That, for the meeting of Tuesday, November 6, 2018, the Committee invite witnesses to appear on the subject matter of clauses 688 to 747 (Divisions 22 and 23) of Bill C-86 for a total of 3 hours.

It was agreed, — That, for the meeting of Thursday, November 8, 2018, the Committee add an extra hour to discuss recommendations on the subject matter of clauses 688 to 747 (Divisions 22 and 23) of Bill C-86.

It was agreed, — That the meeting on Thursday, November 22, 2018, on the study of the Supplementary Estimates (A) 2018-19 be televised.

It was agreed, — That members submit their witness lists for the study of motion M-177, in order of priority, to the Clerk of the Committee, no later than 5:00 p.m. on Thursday, November 8, 2018.

It was agreed, — That the Committee's trip to the provinces of Newfoundland and Labrador, Nova-Scotia and Quebec be postponed to April 2019.

At 10:00 a.m., the Committee adjourned to the call of the Chair.
