Pursuant to the Order of Reference of Wednesday, October 4, 2017, the Committee resumed consideration of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast.

Dale Swampy, Elmer Ghostkeeper and John Helin made statements and answered questions.

At 4:29 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

By unanimous consent, it was agreed, — That, notwithstanding the Subcommittee report adopted on Tuesday, October 17, 2017, the Committee proceed to clause-by-clause consideration of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast, on Tuesday, November 28, 2017; and that members submit their suggested amendments to the Clerk of the Committee no later than 5:00 pm on Thursday, November 23, 2017.

Calvin Helin, Isaac Laboucan-Avirom, Gary Alexcee and Eva Clayton made statements and, with Corinne McKay and Margaret Rosling, answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
