Minutes of Proceedings
Jim Quick, Ronnie Di Bartolo and Yves-Thomas Dorval, by videoconference from Montreal, Québec, made statements and, with Jean-Pierrre Bastien, answered questions.
Luc Berthold moved, — That the Committee request from Transport Canada and the Privy Council Office any briefing notes prepared for Minister of Transport Marc Garneau for his meetings with Air Canada representatives on February 15, 2016, and December 15, 2015, and for Mathieu Bouchard (Senior Advisor, Prime Minister’s Office) for his meetings with Air Canada representatives on February 3, 2016, January 27, 2016, January 8, 2016, and December 15, 2015, and that the Committee also request any briefing notes to the Minister of Transport that served as a guide for drafting Bill C-10, An Act to amend the Air Canada Public Participation Act and to provide for certain other measures.
It was agreed, — That the Committee proceed to sit in camera.
At 3:55 p.m., the sitting was suspended.
At 3:56 p.m., the sitting resumed in camera.
At 4:08 p.m., the sitting was suspended.
At 4:09 p.m., the sitting resumed in pubic.
Jim Quick, Ronnie Di Bartolo, Jean-Pierre Bastien, and Yves-Thomas Dorval and Benjamin Laplatte, by videoconference, from Montreal, Québec, answered questions.
Daniel Blaikie moved, — That the Committee suspend its study on Bill C-10 for twelve months, effective at the end of this meeting and; that the Committee call on the Government of Canada to work with Air Canada and the International Association of Machinists and Aerospace workers to develop a business plan for performing Air Canada's maintenance, overhaul and repair work in Canada competitively under the existing terms of the Air Canada Public Participation Act.
RULING BY THE CHAIR
The Chair ruled the motion out of order as it did not meet notice requirements.
Whereupon Mr. Blaikie challenged the Chair’s ruling.
The question: "Shall the Chair’s ruling be sustained?" was put and was agreed to, by a show of hands: YEAS: 5; NAYS: 2.
