The Standing Committee on Foreign Affairs and International Trade met at 9:10 a.m. this day, in Room 371, West Block, the Chair, Bernard Patry, presiding.
Member(s) of the Committee present: Stéphane Bergeron, Murray Calder, Aileen Carroll, Bill Casey, Irwin Cotler, Stockwell Day, The Hon. Art Eggleton, Mark Eyking, André Harvey, Francine Lalonde, The Hon. Diane Marleau, Keith Martin, Alexa McDonough, Bernard Patry, and Karen Redman.
Acting Member(s) present: Jim Peterson for Irwin Cotler and Karen Kraft Sloan for John Harvard.
In attendance: From the Parliamentary Research Branch, Library of Parliament: Gerald Schmitz and Marcus Pistor, Research Officers.

Pursuant to Standing Order 108(2), the Committee resumed consideration of
the situation of Iraq (See Minutes of Proceedings of Thursday, February 6,
2003, Meeting No. 16).
The witnesses made statements and answered questions.
At 11:08 a.m., the sitting was suspended.
At 11:12 a.m., the sitting resumed.
Alexa McDonough moved, - - That in view of the recent compelling evidence presented to the Standing Committee on Foreign Affairs and International Trade, the Committee call upon the Government of Canada to begin leading proactive efforts aimed at engaging members of the United Nations in addressing the existing humanitarian crisis in Iraq and the certain humanitarian catastrophe that would be caused by a war on that country.
Keith Martin moved, -- That the words, “begin leading proactive efforts aimed at engaging” be struck out and the following be substituted therefore; “increase our involvement in ongoing efforts with”.
After debate the question was put on the amendment and it was agreed to.
Karen Redman moved, -- That the debate on the motion be deferred to the next meeting of the Committee.
The question was put on the motion and it was negatived.
On a motion by Stéphane Bergeron, it was agreed, -- That the motion be amended by inserting between the words “pour” and “éviter” (of the French version) the words “contribuer à”.
It was agreed, -- That the English and French texts of the motion be amended to be in accordance with the amendment made to each version.
After the debate the question was put on the main motion as amended and it was agreed to as follows:
“That, in view of
the recent compelling evidence presented to the Standing Committee on Foreign
Affairs and International Trade, the Committee call upon the Government of
Canada to increase our involvement in ongoing efforts with members of the
United Nations to relieve the existing humanitarian crisis in Iraq and
contribute to averting the certain humanitarian catastrophe that would be
caused by a war on that country.”
It was agreed, -- That the motion be adopted as a report of the Committee and that the Chair report the motion to the House.
At 11:38 a.m., the Committee adjourned to the call of the Chair.
