The Standing Committee on Foreign Affairs and International Trade met at 9:08 a.m. this day, in Room 705, La Promenade Building, the Chair, Bernard Patry, presiding.
Member(s) of the Committee present: Stéphane Bergeron, Murray Calder, Aileen Carroll, Bill Casey, Stockwell Day, The Hon. Art Eggleton, Mark Eyking, John Harvard, André Harvey, Francine Lalonde, The Hon. Diane Marleau, Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry, Karen Redman.
Acting Member(s) present: Mac Harb for Irwin Cotler.
In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee and Gerald Schmitz, Research Officers.
Witness(es): From the Department of Foreign Affairs and International Trade: John McNee, Assistant Deputy Minister, Africa and Middle East; Jill E. Sinclair, Director General, International Security Bureau.
Pursuant to Standing Order 108(2), the Committee resumed consideration of
the situation of Iraq (See Minutes of Proceedings of Thursday, February 6,
2003, Meeting No. 16).
Jill Sinclair made a statement and John McNee answered questions.
At 10:25 a.m., the sitting was suspended.
At 10:30 a.m., the Committee proceeded to sit in camera.
It was agreed, -- That the Order of October 28, 2002 which is as follows:
“That consideration of the urgent matter of impending genocide in several African states be referred to the Sub-Committee on Human Rights and International Development and that the Sub-Committee prepare recommendations for solutions to address the crisis.”
be amended by striking out the words “impending genocide” and substituting therefore
the words “humanitarian catastrophe”.
The Committee considered a planning calendar for the period February to June 2003.
It was agreed, -- That in relation to the study of relations with the Muslim World, a plan
and budget for travel to New York (United Nations) and several European capitals in
