Meeting No. 20

Thursday, February 20, 2003

The Standing Committee on Foreign Affairs and International Trade met at 9:07 a.m. this day, in Room 371, West Block, the Chair, Bernard Patry, presiding.

Member(s) of the Committee present: Stéphane Bergeron, Murray Calder, Aileen Carroll, Stockwell Day, John Duncan, The Hon. Art Eggleton, Mark Eyking, John Harvard, André Harvey, Francine Lalonde, The Hon. Diane Marleau, Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry, Karen Redman.

Acting Member(s) present:  Mac Harb for Irwin Cotler.

Associate Member(s) present:  Karen Kraft Sloan and Bob Speller.

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

Witnesses: From the North-South Institute: Roy Culpeper, President. From CARE Canada: A. John Watson, President. From Physicians for Global Survival (Canada): Dr. Sheila Zurbrigg, Director. From Oxfam Canada: Mark Fried, Program Development Officer. From War Child Canada: Dr. Eric Hoskins, President.

Pursuant to Standing Order 108(2), Consideration of the situation of Iraq (See Minutes of Proceedings of Thursday, February 6, 2003, Meeting No. 16).

The Witnesses made statements and answered questions.

At 10:25 a.m., the Vice-Chair, Hon Diane Marleau, took the Chair.

At 10:40 a.m., the Chair, Bernard Patry, took the Chair.

At 10:49 a.m., the sitting was suspended.

At 10:58 a.m., the Committee proceeded to sit in camera. 

The Committee considered its Future Business.

It was agreed, -- That with regard to Committee consideration of the Iraq situation, a videoconference appearance from New York City of Professor Thomas Franck, an international law specialist at New York University, be arranged for Thursday, February 27, 2003.

It was agreed , -- That for consideration of the 2003-2004 Estimates that the Committee hold three meetings to which each respectively would be invited the Minister of Foreign Affairs, the Minister of International Trade and the Minister for International Cooperation.

It was agreed, -- That a budget for travel by the Committee to New York (UN) and several western European Capitals in May 2003 in relation to its study on relations with the Muslim World be adopted and submitted to the Liaison Committee.

It was agreed, -- That a budget of the Sub-Committee on International Trade, Trade Disputes and Investment for travel to the Asia-Pacific Region in May 2003 in relation to the Sub-Committee’s examination in view of strengthening economic relations between Canada and the Asia-Pacific region be adopted and submitted to the Liaison Committee.

At 11:44 a.m., the Committee adjourned to the call of the Chair.
