The Special Committee on Non-Medical Use of Drugs met at 8:39 a.m. this day, in Ballroom B, Crowne Plaza Hotel, Toronto, Ontario, the Chair, Paddy Torsney, presiding.
Members of the Committee present: Libby Davies, Derek Lee, Paddy Torsney, Randy White.
Acting Member present: Hedy Fry for Stephen Owen.
In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, research officers.
Witnesses: Panel – Harm Reduction: From the The Canadian Harm Reduction Network: Walter Cavalieri. From the Centre for Addiction and Mental Health: Dr. David Marsh. From the Prisoners with HIV/AIDS Support Action Network: Koshala Nallanayagam, Hep 'C' Co-ordinator. From the Seaton House: Toby Druce, Programme Coordinator; Chris Gibson, Programme Supervisor. From the Canadian HIV-AIDS Legal Network: Glenn Betteridge, Lawyer.
Pursuant to the Orders of Reference adopted by the House of Commons on Thursday, May 17, 2001, Thursday, November 8, 2001, and Friday, February 8, 2002, the Committee resumed consideration of the factors underlying or relating to the non-medical use of drugs (See Minutes of Proceedings of Thursday, June 7, 2001, Meeting No. 1)
The witnesses made statements and answered questions.
At 10:24 a.m., the sitting was suspended.
At 10:30 a.m., the sitting resumed.
At 11:33 a.m., the Committee adjourned to the call of the Chair.
