The Special Committee on Non-Medical Use of Drugs met at 9:11 a.m. this day, in Ballroom B, Crowne Plaza Hotel, Toronto, Ontario, the Chair, Paddy Torsney, presiding.
Members of the Committee present: Derek Lee, Réal Ménard, Paddy Torsney, Randy White.
Acting Member present: Hedy Fry for Stephen Owen.
In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, research officers.
Witnesses: Panel – Prevention and Drug Treatment: From the Operation Springboard: Remo Paglia; Wanda McPherson, Diversion Office. From the Toronto Public Health: Dr. Joyce Bernstein, Drug Prevention Centre. From the Breakaway: Dennis Long, Executive Director. From the Caritas: Elio Sergnese, Director. From the illicit Drug Users Union of Toronto: Raffi Balian, Co-founder; Marc McKenzie, Assitant.
Pursuant to the Orders of Reference adopted by the House of Commons on Thursday, May 17, 2001, Thursday, November 8, 2001, and Friday, February 8, 2002, the Committee resumed consideration of the factors underlying or relating to the non-medical use of drugs (See Minutes of Proceedings of Thursday, June 7, 2001, Meeting No. 1)
The witnesses on the Prevention and Drug Treatment Panel made statements and answered questions.
At 10:34 a.m., the sitting was suspended.
At 10:43 a.m., the sitting resumed.
At 11:43 a.m., the sitting was suspended.
At 11:51 a.m., the sitting resumed.
Raffi Balian made a statement and, with Marc McKenzie, answered questions.
At 12:39 p.m., the Committee proceeded to sit in camera.
At 12:47 p.m., the Committee resumed sitting in a public session.
At 12:54 p.m., the Committee adjourned to the call of the Chair.
