The Special Committee on Non-Medical Use of Drugs met at 8:42 a.m. this day, in the Bluenose Room, Delta Halifax Hotel, Halifax, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Carole-Marie Allard, Libby Davies, Hedy Fry, Dominic LeBlanc, Derek Lee, Réal Ménard, Kevin Sorenson, Paddy Torsney and Randy White.

In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, research officers.

Witnesses: Law Enforcement Panel:  From the RCMP Coastal Watch Programme: Sgt. Jim Skanes, "B" Division. From the Royal Canadian Mounted Police: Cpl. Michel Frenette, Drug Awareness Services Coordinator, Fredericton, New Brunswick. From the RCMP DAS Programme: Cpl Peter Keirstead. From the York County Court House: Dianne Kelly, Chief Coroner, Province of New Brunswick. From the Miramichi Police Force: Cpl Mike Gallagher, Supervisor, Drug Section. From the Halifax Regional Police Drug Unit: Sgt Rosco Larder. Harm Reduction Panel: From SANE Sharp Advice Needle Exchange: Howie Sullivan, Executive Director. From Dalhousie University: Dr. Christiane Poulin, Associate Professor, Department of Community Health and Epidemiology.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs, and of Wednesday, March 20, 2002, the Committee resumed consideration of the factors underlying or relating to the non-medical use of drugs (See Minutes of Proceedings of Thursday, June 7, 2001, Meeting No. 1).

The witnesses on the Law Enforcement Panel made statements and answered questions.

At 10:49 a.m., the sitting was suspended.

At 11:01 a.m., the sitting resumed.

The witnesses on the Harm Reduction Panel made statements and answered questions.

At 1:06 p.m., the Committee adjourned to the call of the Chair.
