Meeting No. 35

Tuesday, April 16, 2002

The Special Committee on Non-Medical Use of Drugs met at 8:40 a.m. this day, in the Bluenose Room, Delta Halifax Hotel, Halifax, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Carole-Marie Allard, Libby Davies, Hedy Fry, Dominic LeBlanc, Derek Lee, Réal Ménard, Kevin Sorenson, Paddy Torsney and Randy White.

In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, research officers.

Witnesses: Research and Drug Policy Panel: From the Memorial University of Newfoundland: Dr. Robert Adamec, Professor of Psychology; Dr. William A. McKim, Professor of Psychology. From the Marijuana Party of Canada: Mike Patriquen.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs, and of Wednesday, March 20, 2002, the Committee resumed consideration of the factors underlying or relating to the non-medical use of drugs (See Minutes of Proceedings of Thursday, June 7, 2001, Meeting No. 1).

The witnesses made statements and answered questions.

At 10:36 a.m., the sitting was suspended.

At 10:47 a.m., the sitting resumed.

By unanimous consent, the Committee proceeded to consideration of its travel plans.

It was agreed, - That four members and one researcher travel to Vancouver to participate in the IDEAS Conference from May 1 to 3, 2002 inclusive.

It was agreed, - That the Special Committee on the Non-Medical Use of Drugs seek the authorization of the House to travel to Switzerland, Germany and the Netherlands from June 14 to 22, 2002 inclusive, in relation to its mandate, and that the necessary staff accompany the Committee.

It was agreed, - That the Special Committee on the Non-Medical Use of Drugs seek the authorization of the House to travel to New York and Washington from June 2 to June 6, 2002, and that the necessary staff accompany the committee.

It was agreed, - That the Clerk, in consultation with the Chair, be instructed to make the necessary travel arrangements to Europe using the most cost-effective routing.

At 11:58 a.m., the Committee adjourned to the call of the Chair.
