Meeting No. 56

Thursday, August 29, 2002

The Special Committee on Non-Medical Use of Drugs met in a televised session at 9:44 a.m. this day, in Room 237-C, Centre Block, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Carole-Marie Allard, The Hon. Hedy Fry, Derek Lee, Réal Ménard, Kevin Sorenson, Paddy Torsney, and Randy White.

In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, Research Officers.

Witnesses: From the Canadian Executive Council on Addiction: Michel Perron, Chief Executive Officer and President of CECA, Canadian Centre on Substance Abuse; John Borody, Chief Executive Officer, Addictions Foundation of Manitoba; Murray Finnerty, Chief Executive Officer, Alberta Alcohol and Drug Abuse Commission; Patrick Smith, Executive Vice President, Centre for Addictions and Mental Health.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs, and of Wednesday, April 17, 2002, referring the subject matter of Bill C-344, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act (marihuana) to the Special Committee.

The witnesses made statements and answered questions.

At 12:35 p.m. the sitting suspended.

At 12:59 p.m. the sitting resumed in camera.

The Committee proceeded to consideration of its future business.

It was agreed, on division -- That the Special Committee on non medical use of drugs call on the House Leaders to ensure that the Chair and Vice-Chairs of this and all future special and special joint committees receive the same compensation as all other Committees and that, in the case of this Special Committee, the compensation be retroactive to June 7, 2001.

 

By unanimous consent, the Committee proceeded to consideration of its drafting instructions to the researchers.

At 4:54 p.m., the Committee adjourned to the call of the Chair.
