Wednesday, December 5, 2001

The Special Committee on Non-Medical Use of Drugs met, in a televised session, at 9:21 a.m. this day, in Vancouver, in the Vancouver Island Room, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Libby Davies, Dominic LeBlanc, Paddy Torsney and Randy White.

In attendance: From the Library of Parliament: Marilyn Pilon, research officer.

Witnesses: Panel – Harm Reduction/Treatment: From the Vancouver Area Network of Drug Users: Earl Crow, President; Dean Wilson. From the Downtown Eastside Youth Activities Society: John Turvey, Executive Director, Street Services. From the BC Persons with Aids Society: Naomi Brunemeyer, Director of Communications. From AIDS Vancouver: Warren O'Briain, Director, Community Development; Thomas Kerr, Health Researcher. From the Vancouver Board of Trade: Glenn Young, Co-Chair, Downtown Eastside Task Force; President, International Tradewind Strategies, Inc.; Dennis Farrell, Chair, Property Crime Task Force; Co-Chair, Downtown Eastside Task Force. From the British Columbia Civil Liberties Association: Lindsay Lyster, Policy Director. From Life Is Not Enough Society: Thia Walter, Family Member, Co-ordinator. From the Vancouver Area Network of Drug Users: Ann Livingston, Project Coordinator.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs.

The witnesses on the Harm Reduction/Treatment Panel made statements and answered questions.

At 11:21 a.m., the sitting was suspended.

At 11:35 a.m., the sitting resumed.

Dennis Farrell and Glenn Young made statements and answered questions.

Lindsay Lyster, Thia Walter and Ann Livingston made statements and answered questions.

At 1:31 p.m., the Committee adjourned to the call of the Chair.
