The Special Committee on Non-Medical Use of Drugs met at 2:06 p.m. this day, in Ballroom B, Crowne Plaza Hotel, Toronto, Ontario, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Libby Davies, Derek Lee, Réal Ménard, Paddy Torsney, Randy White.

Acting Member present: Hedy Fry for Stephen Owen.

In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, research officers.

Witnesses: Panel – Enforcement: From the Toronto Police Services: Chief Julian Fantino; Courtland Booth, Central Drug Information Unit. From the Royal Canadian Mounted Police: Ron Allen, Greater Toronto Area Drug Enforcement Unit. From the Halton Regional Police Services: Signy Pittman. From the Waterloo Regional Police Services: Bill Stevens, Operational Support; Matt Torigian, Operational Support. Pursuant to the Orders of Reference adopted by the House of Commons on Thursday, May 17, 2001, Thursday, November 8, 2001, and Friday, February 8, 2002, the Committee resumed consideration of the factors underlying or relating to the non-medical use of drugs (See Minutes of Proceedings of Thursday, June 7, 2001, Meeting No. 1)

The witnesses on the Enforcement Panel made statements and answered questions.

At 4:06 p.m., the sitting was suspended.

At 4:14 p.m., the sitting resumed.

Croft Michaelson and Kofi Barnes made statements and answered questions.

At 5:30 p.m., the sitting was suspended.

At 5:34 p.m., the sitting resumed.

Madelyn Webb, Margaret Steeves and Hélène St. Jacques made statements and, with Steve Bourgeois, answered questions.

At 6:36 p.m., the Committee adjourned to the call of the Chair.
