MINUTES OF PROCEEDINGS

Meeting No. 1

MONDAY, NOVEMBER 3, 1997

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met in camera at 3:43 o’clock p.m., this day, in room 208, West Block for the purpose of electing a Chair pursuant to Standing Order 106(1) and 106(2).

Members of the Committee present: Jean Augustine, Colleen Beaumier, Paul Bonwick, Claudette Bradshaw, Maud Debien, Svend Robinson.

Acting Member present: Joe Jordan for Raymonde Folco.

Other Member present: Bob Mills.

In attendance: From the Research Branch of the Library of Parliament: James Lee, Patricia Bégin and Gerald Schmitz, Research Officers.

The Clerk of the Sub-Committee presided over the election of a Chair.

It was agreed, --That Colleen Beaumier be elected Chair of the Sub-Committee.

Accordingly, Colleen Beaumier was declared duly elected Chair of the Sub-Committee and took the Chair.

The Committee proceeded to examine its future business.

It was agreed, --That the Sub-Committee proceed to examine the issue of international child abductions and that hearings on the issue be completed if possible by December 12, 1997.

It was agreed, --That the Sub-Committee consider sending a delegation of members to Geneva in the Spring 1998, the year of the 50th anniversary of the Declaration of Human Rights, in order to take part in the consultations on human rights and that, in that respect, the Committee staff prepare a proposal and a budget for the Committee’s consideration.

At 4:20 o’clock p.m., the Committee adjourned to the call of the Chair.
