MINUTES OF PROCEEDINGS

Meeting No. 1

MONDAY, NOVEMBER 3, 1997

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met in camera at 3:43 o’clock p.m., this day, in room 208, West Block for the purpose of electing a Chair pursuant to Standing Order 106(1) and 106(2).

Members of the Committee present: Jean Augustine, Colleen Beaumier, Paul Bonwick, Claudette Bradshaw, Maud Debien, Svend Robinson.

Acting Member present: Joe Jordan for Raymonde Folco.

Other Member present: Bob Mills.

In attendance: From the Research Branch of the Library of Parliament: James Lee, Patricia Bégin and Gerald Schmitz, Research Officers.

The Clerk of the Sub-Committee presided over the election of a Chair.

It was agreed, --That Colleen Beaumier be elected Chair of the Sub-Committee.

Accordingly, Colleen Beaumier was declared duly elected Chair of the Sub-Committee and took the Chair.

The Committee proceeded to examine its future business.

It was agreed, --That the Sub-Committee proceed to examine the issue of international child abductions and that hearings on the issue be completed if possible by December 12, 1997.

It was agreed, --That the Sub-Committee consider sending a delegation of members to Geneva in the Spring 1998, the year of the 50^th anniversary of the Declaration of Human Rights, in order to take part in the consultations on human rights and that, in that respect, the Committee staff prepare a proposal and a budget for the Committee’s consideration.

At 4:20 o’clock p.m., the Committee adjourned to the call of the Chair.
