Pursuant to the Order of Reference of Wednesday, June 14, 2017 and section 65 of An Act to promote the efficiency and adaptability of the Canadian economy by regulating certain activities that discourage reliance on electronic means of carrying out commercial activities, and to amend the Canadian Radio-television and Telecommunications Commission Act, the Competition Act, the Personal Information Protection and Electronic Documents Act and the Telecommunications Act, the Committee resumed the statutory review of the Act.

Steven Harroun made a statement and, with Neil Barratt and Kelly-Anne Smith, answered questions.

At 12:08 p.m., the sitting was suspended.

At 12:11 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, October 31, 2016, the Committee resumed its study of intellectual property and technology transfer.

The Committee resumed consideration of a draft report.

It was agreed, — That, notwithstanding the routine motion governing members and staff attending in camera proceedings adopted by the Committee on Tuesday, February 16, 2016, an intern from the office of Maxime Bernier be permitted to attend the in camera portion of today’s meeting.

It was agreed, — That the analysts and the Clerk, in consultation with the Chair, be authorized to finalize the summary of the report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Intellectual Property and Technology Transfer: Promoting Best Practices".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

It was agreed, — That the analysts and the Clerk, in consultation with the Chair, issue a news release for publication on the Committee’s website and for distribution upon presentation of the report to the House.

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a press conference to be held after the tabling of the Committee's report to the House on the intellectual property and technology transfer; and that the Committee be represented by the Chair and a representative from each party.

ORDERED, — That the Chair present the report to the House.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the statutory review of Canada’s Anti-Spam Legislation, the meeting of Tuesday, November 21, 2017, be dedicated to providing drafting instructions to the analysts.

It was agreed, — That the Minister of Innovation, Science and Economic Development be invited to appear before the Committee on the subject of the Supplementary Estimates (B) 2017-18, for a period of two hours.

It was agreed, — That the Minister of Science be invited to appear before the Committee on Thursday, November 30, 2017, on the subject of the Supplementary Estimates (B) 2017-18.

It was agreed, — That the Committee consider the Order in Council appointment of Mona Nemer to the position of special adviser to the Minister of Science, to be known as the Chief Science Advisor.

At 12:56 p.m., the Committee adjourned to the call of the Chair.
