MINUTES OF PROCEEDINGS

Meeting No. 2

Wednesday, September 26, 2001

The Special Committee on non-medical use of drugs met in camera at 3:32 p.m. this day, in Room 269, West Block, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Libby Davies, Mac Harb, Dominic LeBlanc, Réal Ménard, Stephen Owen, Paddy Torsney and Randy White.

Acting Members present: Steve Mahoney for Carole-Marie Allard; Bill Graham for Derek Lee; Larry Bagnell for Jacques Saada; Kevin Sorenson for Carol Skelton.

In attendance: From the Library of Parliament: Chantal Collin, research officer and Marilyn Pilon, research officer.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs.

The Special Committee considered its future business.

It was agreed, - That 48 hours written notice shall be given for the consideration of any substantive motion by the committee: provided that notice may be waived by the unanimous consent of the committee.  This rule shall not apply for motions to amend a clause during the study of a bill.

Such notice shall be tabled in the committee by filing the text of the motion with the Clerk of the Committee and shall be distributed to all members in both official languages.  Upon receipt of such notice the Clerk will ensure that the motion is placed on the agenda of the Committee for consideration at its next meeting.

It was agreed, - That the Committee staff, in consultation with the Chair, be instructed to prepare a draft budget for consideration by the Committee as soon as possible.

At 4:32 p.m., the Committee adjourned to the call of the Chair.
