Wednesday, March 19, 2003
The Standing Committee on Public Accounts met in a televised session at 3:32 p.m. this day, in Room 237-C, Centre Block, the Chair, John Williams, presiding.
Members of the Committee present: Colleen Beaumier, Odina Desrochers, John Finlay, Roger Gaudet, Steve Mahoney, Val Meredith, Beth Phinney, Judy Wasylycia-Leis and John Williams.
Acting Members present: Gérard Binet for Massimo Pacetti; Joe Louis Jordon for Tony Tirabassi; Rahim Jaffer for Paul Forseth.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Jean Dupuis, Analyst.
Appearing: The Hon. Elinor Caplan, Minister of National Revenue.
Witnesses: From Canada Customs and Revenue Agency: Rob Wright, Commissioner; Stephen Rigby, Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch; David W. Miller, Assistant Commissioner, Assessment and Collections Branch. From the Treasury Board of Canada Secretariat: John Morgan, Executive Director, Financial Management and Accounting Policy Directorate, Comptrollership Branch. From the Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; James Hood, Principal; Andrew Lennox, Principal.
Pursuant to Standing Order 108(3)(e), and a motion of the Committee dated February 12, 2003, the Committee commenced consideration of the Public Accounts of Canada 2001-2002, Volume 2, Part II, Section 3 - Losses of Public Money or Property.
Sheila Fraser, the Honourable Elinor Caplan and Stephen Rigby made statements and, with the other witnesses, answered questions.
At 5:33 p.m., the Committee adjourned to the call of the Chair.
