Meeting No. 27

Monday, May 5, 2003

The Standing Committee on Public Accounts met at 3:30 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Colleen Beaumier, Roger Gaudet, Sophia Leung, Val Meredith, Beth Phinney, Judy Wasylycia-Leis and John Williams.

Acting Members present: John O’Reilly for Mac Harb, Lawrence McCauley for Massimo Pacetti and Ovid Jackson for Tony Tirabassi.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Jean Dupuis, Analyst.

Witnesses: From the Office of the Auditor General of Canada: Maria Barrados, Assistant Auditor General; Joe Martire, Principal; André Côté, Director. From the Department of Indian Affairs and Northern Development: Joan Atkinson, Assistant Deputy Minister, Socio-Economic Policy and Programs Sector; Gilles Rochon, Director General, Community Development Branch, Socio-Economic Policy and Programs Sector. From the Canada Mortgage and Housing Corporation: Douglas Stewart, Vice-President, Policy and Programs; Deborah Taylor, Director, Assisted Housing Division. From the Assembly of First Nations: Elaine Johnston, Director, Health Secretariat.

Pursuant to Standing Order 108(3)(e), the Committee commenced consideration of Chapter 6 (Federal Government Support to First Nations - Housing on Reserves) of the April 2003 Report of the Auditor General of Canada.

Maria Barrados and Joan Atkinson made statements and answered questions.

The Chair presented the Third Report of the Subcommittee on Agenda and Procedure as follows:

The Subcommittee met on Wednesday, April 9, 2003 and agreed to make the following recommendations:

- That the Committee hold meetings to consider the following Chapters from the April 2003 Report of the Auditor General of Canada:

Chapter 4 (Correctional Service Canada –Reintegration of Women Offenders;

Chapter 5 (Citizenship ;and Immigration Canada – Control and Enforcement);

Chapter 6 (Federal Government Support to First Nations – Housing on Reserves);

Chapter 7 (National Defence – Environmental Stewardship of Military Training and Test Areas).

It was agreed, - That the Third Report of the Subcommittee on Agenda and Procedure be concured in.

It was agreed, - That the Chair of the Committee be authorized to seek the authority and the necessary funds to permit up to seven (7) members of the Standing Committee on Public Accounts and three (3) staff persons of the Committee to travel to Winnipeg, Manitoba, to attend the Twenty-Fourth Annual Conference of the Canadian Council of Public Accounts Committees from September 14, to 16, 2003, and that the members attending the Conference utilize their air travel points to travel to the Conference.

 

It was agreed, - That the travel budget in the amount of $ 12,777 to attend the Twenty-Fourth Annual Conference of the Canadian Council of Public Accounts Committees from September 14, to 16, 2003 in Winnipeg, Manitoba be adopted.

Pursuant to a motion of the Committee dated February 25, 2003 (Meeting No. 17) and Standing Order 108(3)(e), the Committee resumed consideration of the Non-Insured Health Benefits Program of Chapter 15 (Health Canada - First Nations Health) of the October 2000 Report of the Auditor General of Canada (See Committee Report No. 10 (37-1)).

At 5:33 p.m., the Committee adjourned to the call of the Chair.
