The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N Centre Block, the Vice-President, Carolyn Parrish, presiding.

 

Members of the Committee present: Marlene Catterall, Rodger Cuzner, Yvon Godin, Michel Guimond, Joe Jordan, Gerald Keddy, Lynn Myers, Carolyn Parrish, Geoff Regan, Jacques Saada and Guy St-Julien.

 

Acting Members present: Sue Barnes for Marlene Catterall, Judi Longfield for Peter Adams and Alan Tonks for Lynn Myers.

 

In attendance: Library of Parliament: James Robertson, Principal; John M. Wright, Analyst. House of Commons: Jean-Michel Roy, Legislative Clerk.

 

Witnesses: Société des Acadiens et Acadiennes du Nouveau-Brunswick: Jean-Guy Rioux, President. Regional County Municipality of Lac-Saint-Jean-Est: Lawrence Potvin, Warden. Earnscliffe Research and Communication: Elly Alboim. Privy Council Office: Stephen Zaluski, Senior Counsel, Legislation and House Planning/Counsel.

 

Pursuant to its mandate under provisional Standing Order 91(1), the Committee considered the membership of its Subcommittee on Private Members' Business.

 

It was agreed, — That David Price, Gerald Keddy and Chuck Strahl be members of the Subcommittee on Private Members' Business.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Acting Chair presented the Report of the Subcommittee on Agenda and Procedure, which read as follows:

 

REPORT OF THE SUBCOMMITTEE ON AGENDA AND PROCEDURE OF THE STANDING COMMITTEE ON PROCEDURE AND HOUSE AFFAIRS

Your Subcommittee met on Monday, September 29, 2003, to discuss the business of the Committee and agreed to make the following recommendations:

Consideration of Bill C-49, An Act respecting the effective date of the representation order of 2003.

That the following witnesses be invited to appear on Tuesday, September 30, 2003:

— Jean-Guy Rioux, President, Société des Acadiens et Acadiennes du Nouveau-Brunswick;

—Lawrence Potvin, warden, Regional County Municipality of Lac-Saint-Jean-Est, Quebec;

—Claude Renaud, mayor, L’Ascencion, Quebec;

—Democracy Watch; and

—Elly Alboim, Earnscliffe Research and Communication; and

That, after hearing witnesses, the Committee proceed to clause-by-clause consideration of the Bill.

On motion of Jacques Saada, it was agreed, — That the report of the Subcommittee be concurred in.

 
Pursuant to the Order of Reference of Tuesday, September 23, 2003, the Committee resumed consideration of Bill C-49, An Act respecting the effective date of the representation order of 2003.
 

Jean-Guy Rioux and Lawrence Potvin each made a statement and answered questions.

 

Elly Alboim answered questions.

 

Stephen Zaluski answered questions.

 

At 12:15 p.m., the sitting was suspended.

 

At 12:20 p.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

On motion of Judi Longfield, it was agreed on division, — That the Committee do now adjourn.

 

At 12:50 p.m., the Committee adjourned to the call of the Chair.
