Meeting No. 16

Tuesday, February 4, 2003

The Standing Committee on Procedure and House Affairs met at 11:10 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present:  Peter Adams, Marlene Catterall, Rodger Cuzner, Yvon Godin, Dale Johnston, Lynn Myers, Carolyn Parrish, Geoff Regan, John Reynolds, Jacques Saada, Benoît Sauvageau and Guy St-Julien.

Acting Members present:  André Harvey for Rodger Cuzner (till 11:25); Ken Epp for Werner Schmidt.

In attendance:  From the Library of Parliament:  James Robertson, Principal; Margaret Young, Research Officer.

The Chair presented the Report of the Subcommittee on Agenda and Procedure, which read as follows:

 

REPORT OF THE SUBCOMMITTEE ON AGENDA AND PROCEDURE OF THE STANDING COMMITTEE ON PROCEDURE AND HOUSE AFFAIRS

 

Your Subcommittee met on Thursday, January 30, 2003, to discuss the future business of the Committee and agreed to make the following recommendations:

 

Code of Conduct

That representatives from Democracy Watch and the Parliamentary Spouses Association be invited to appear Thursday, February 6, 2003, on the subject of a proposed code of conduct for Members;

 

That the Committee commence on Tuesday, February 11, 2003, a detailed review of a proposed code of conduct with a view to preparing a preliminary draft report; and

 

That Members be invited to participate in a round table to discuss the preliminary draft report.

 

Electoral redistribution

That a report be presented to inform the House that no objections from Members were received to the reports of the electoral boundaries commissions for Newfoundland and Labrador and Saskatchewan within the 30-day period prescribed by the Electoral Boundaries Readjustment Act.

 

Members’ travel

That the proposal made by Carolyn Parrish be considered during the Committee’s study of a proposed code of conduct.

After debate, on motion of Carolyn Parrish, it was agreed, - That the Report of the Subcommittee on Agenda and Procedure be concurred in, and that the Commissioner of the Royal Canadian Mounted Police be invited to appear at the earlier possible date on the matter of security on the Hill.

 

Pursuant to its mandate under Standing Order 108(3)(a)(vi), the Committee considered matters relating to the election of Members to the House of Commons.

 

Pursuant to Order made earlier this day, the Chair presented a draft report concerning the reports of the electoral boundaries commissions for Newfoundland and Labrador and Saskatchewan.

 

On motion of John Reynolds, it was agreed, - That the Chair present the draft report to the House as the Report of the Committee.

 

On motion of Benoît Sauvageau, it was agreed, - That Michel Guimond replace Pierre Brien as a member of the Subcommittee on Electoral Boundaries Readjustment.

 

At 11:41 p.m., the Committee adjourned to the call of the Chair.
