The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N Centre Block, the Vice-Chair, Carolyn Parrish, presiding.

 

Members of the Committee present: Rodger Cuzner, Yvon Godin, Michel Guimond, Joe Jordan, Gerald Keddy, Carolyn Parrish, Geoff Regan and Benoît Sauvageau.

 

Acting Members present: Reed Elley for Dale Johnston, Judi Longfield for Guy St-Julien, Marcel Proulx for Peter Adams, Brent St. Denis for Marlene Catterall, Yolande Thibeault for Jacques Saada and Paddy Torsney for Lynne Myers.

 

In attendance: Library of Parliament: James Robertson, Principal. House of Commons: Jean-Michel Roy, Legislative Clerk.

 

Witnesses: Office of the Chief Electoral Officer: Jean-Pierre Kingsley, Chief Electoral Officer of Canada; Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel.

 
Pursuant to Standing Order 108(3)(a)(vi), the Committee considered matters relating to the election of Members to the House of Commons.
 

On motion of Joe Jordan, it was agreed, — That Marcel Proulx, Scott Reid and Paddy Torsney be members of the Subcommittee on Electoral Boundaries Readjustment from the time the 45th Report of this Committee is concurred in by the House; and that Paddy Torsney be Chair of the Subcommittee.

 
Pursuant to the Order of Reference of Tuesday, September 23, 2003, the Committee commenced consideration of Bill C-49, An Act respecting the effective date of the representation order of 2003.
 

Jean-Pierre Kingsley made a statement, and with Diane Davidson, answered questions.

 

It was agreed, — That the representatives of the parties have until 5:00 p.m., Friday, September 26, 2003, to submit lists of proposed witnesses to the Clerk of the Committee; and that the Subcommittee on Agenda and Procedure meet on Monday, September 29, 2003, to select from those lists the witnesses to be heard on Tuesday, September 30, 2003.

 

At 12:44 p.m., the Committee adjourned to the call of the Chair.
