MINUTES OF PROCEEDINGS

Meeting No. 17

Thursday, February 6, 2003

The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present :  Peter Adams, Rick Borotsik, Marlene Catterall, Rodger Cuzner, Yvon Godin, Michel Guimond, Lynn Myers, Carolyn Parrish, Geoff Regan, John Reynolds, Jacques Saada, Benoît Sauvageau and Guy St-Julien.

Acting Member present :  Ken Epp for Dale Johnston.

In attendance: From the Library of Parliament: James Robertson, Principal; Margaret Young, Research Officer.

Witnesses: From the Government Ethics Coalition: Duff Conacher, Chairperson. From the Parliamentary Spouses Association: Mary Anne Silverthorn Finlay, President; Ron Catterall, Vice-President; Yvonne Reynolds, Vice-President.

Pursuant to its mandate under Standing Order 108(3)(a)(iv), the Committee resumed consideration of Private Members’ Business.

On motion of Jacques Saada, it was agreed, - That Carolyn Parrish replace Marcel Proulx as a member and Chair of the Subcommittee on Private Members’ Business.

On motion of Michel Guimond, it was agreed, - That Benoît Sauvageau replace Michel Guimond as a member of the Subcommittee on Private Members’ Business.

On motion of Marlene Catterall, it was agreed, - That David Price be a member of the Subcommittee on Private Members’ Business.

Pursuant to its mandate under Standing Order 108(3)(a)(vi), the Committee resumed consideration of matters relating to the election of Members to the House of Commons.

On motion of Marlene Catterall, it was agreed, - That Paddy Torsney replace Carolyn Parrish as a member and Chair of the Subcommittee on Electoral Boundaries Readjustment, provided that the name of Paddy Torsney be added to the list of associate members of this Committee.

Pursuant to its mandate under Standing Order 108(3)(a)(iii), the Committee resumed consideration of matters related to the inclusion of a code of conduct in the Standing Orders of the House.

Duff Conacher made a statement and answered questions.

At 12:07 p.m., the sitting was suspended.

At 12:10 p.m., the sitting resumed.

Mary Anne Silverthorn Finlay made a statement and, with Ron Catterall and Yvonne Reynolds, answered questions.

At 12:44 p.m., the Committee adjourned to the call of the Chair.
