TUESDAY, June 9, 1998
The Standing Committee on Health met at 9:07 o’clock a.m., this day, in Room 269, West Block , the Chair, Beth Phinney, presiding.
Members of the Committee present: Carolyn Bennett, Elinor Caplan, Aileen Carroll, Claude Drouin, Reed Elley, Grant Hill, Lynn Myers, Pauline Picard, Rose-Marie Ur, Joseph Volpe, Judy Wasylycia-Leis.
In attendance: From the Research Branch of the Library of Parliament: Odette Madore, Nancy Miller-Chenier and Gérald Lafrenière, Research Officers.
Pursuant to Standing Order 32(5) and the Order of Reference dated June 3, 1998, the Committee proceeded to consider the Proposed Tobacco (Seizure and Restoration) Regulations (SOR 97-297-03), S.C. 1997, c. 13, s. 42 and the Proposed Tobacco (Access) Regulations (CG-I), S.C. 1997, c.13, s. 14.
Witnesses: From Health Canada: Luc Ladouceur, Director, Office of Tobacco Control; Denis Choinière, Acting Coordinator, Regulatory and Compliance Program, Office of Tobacco Control.
Luc Ladouceur made an opening statement and with the other witness answered questions.
Elinor Caplan moved,– That the Committee approve the Proposed Tobacco (Seizure and Restoration) Regulations (SOR 97-297-03), S.C. 1997, c. 13, s. 42 and the Proposed Tobacco (Access) Regulations (CG-I), S.C. 1997, c.13, s. 14 and report the same to the House.
After debate, the question being put on the motion, it was agreed to, on the following division:

Judy Wasylycia-Leis moved, - That the Committee report to the House of Commons that an independent audit inquiry be appointed to assist the Committee in investigating the allegations involving the Health Protection Branch brought before this Committee.
