Pursuant to the order of reference of Tuesday, December 7, 2021, the committee resumed its study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs.

Shawn Dulude, Abram Benedict, April Adams-Philips, Maurice Sabourin made statements and, with Philip Neyron answered questions.

Alistair MacGregor gave notice of the following motion:

That the committee invite representatives from GoFundMe to appear as soon as possible to answer questions regarding security measures the company has in place to ensure the funds are not being used to promote extremism, white supremacy, antisemitism and other forms of hate, which have been expressed among prominent organizers for the truck convoy currently in Ottawa, including:

a) how the company prevents the use of anonymity to funnel money to extremist groups;

b) what measures are in place to prevent foreign funds from being used to support these views, and to the subgroups that have expressed an intent to put in place their own undemocratic government; and

c) what measures and assurances are in place to ensure the $1 million dollars that has already been released is not going towards promoting any of forms of the aforementioned unacceptable views and activities.

Questioning of the witnesses resumed.

At 12:03 p.m., the sitting was suspended.

At 12:10 p.m., the sitting resumed.

Mitch Bourbonniere, Kevin Walker, Marlene Orr made statements and, with Nicole Whiskeyjack, answered questions.

Motion

Alistair MacGregor moved, — That the committee invite representatives from GoFundMe to appear as soon as possible to answer questions regarding security measures the company has in place to ensure the funds are not being used to promote extremism, white supremacy, antisemitism and other forms of hate, which have been expressed among prominent organizers for the truck convoy currently in Ottawa, including:

a) how the company prevents the use of anonymity to funnel money to extremist groups;

b) what measures are in place to prevent foreign funds from being used to support these views, and to the subgroups that have expressed an intent to put in place their own undemocratic government; and

c) what measures and assurances are in place to ensure the $1 million dollars that has already been released is not going towards promoting any forms of the aforementioned unacceptable views and activities.

Amendment

Taleeb Noormohamed moved, — That the motion be amended by adding after the words “GoFundMe” the following: “Financial Transactions and Report Analysis Centre of Canada”.

After debate, the question was put on the amendment of Taleeb Noormohamed and it was agreed to.

Amendment

Ron McKinnon moved, — That the motion be amended by adding after the subparagraph (c) the following: “and that the study be expanded at a later time”.

The question was put on the amendment of Ron McKinnon and it was negatived on the following recorded division:

The motion, as amended, read as follows:

That the committee invite representatives from GoFundMe and the Financial Transactions and Report Analysis Centre of Canada to appear as soon as possible to answer questions regarding security measures the company has in place to ensure the funds are not being used to promote extremism, white supremacy, antisemitism and other forms of hate, which have been expressed among prominent organizers for the truck convoy currently in Ottawa, including:

a) how the company prevents the use of anonymity to funnel money to extremist groups;

b) what measures are in place to prevent foreign funds from being used to support these views, and to the subgroups that have expressed an intent to put in place their own undemocratic government; and
