Pursuant to the Order of Reference of Wednesday, November 2, 2016, the Committee resumed its study on immigration to Atlantic Canada (M-39).

Adam Mugridge, by videoconference from Sydney, Nova Scotia, Gerry Mills, by videoconference from Vancouver, British Columbia, and Wadih Fares made statements and, with Suzanne Ley, answered questions.

Jenny Kwan gave notice of the following motion:

That pursuant to Standing Order 108(1), the Committee establish a subcommittee of the House of Commons Standing Committee on Citizenship and Immigration to study the issue of internally displaced persons in order to determine how Canada can best respond to the increasing trend of internal displacement and the growing role of non-state actors in global displacement; that the Subcommittee be comprised of seven members; and that the Subcommittee reports its finding to the Committee.

At 5:28 p.m., the sitting was suspended.

At 5:33 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 4, 2016, the Committee resumed its study on the 2011 LGBTQ Refugee Pilot Project.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "LGBTQ+ At Risk Abroad: Canada’s Call to Action".

It was agreed, — That the Committee append to its report any dissenting and/or supplementary opinions provided that they are no more than ten (10) pages in length, in the same style and format as the report (Arial, 12 point, single space); and that it is submitted electronically in both official languages to the Clerk of the Committee, no later than Tuesday, June 20, 2017 at 12:00 p.m. (EDT).

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

At 6:17 p.m., the Committee adjourned to the call of the Chair.
