Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, March 1, 2018, the Committee resumed its study of migration challenges and opportunities for Canada in the 21st century.

Craig Damian Smith, by videoconference from Toronto, Ontario, and Steve Stewart, by videoconference from Vancouver, British Columbia, made statements and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

David Tilson moved, — That, pursuant to Standing Order 108(2), the Committee invite the Minister of Immigration, Refugees and Citizenship and departmental officials to update the Committee on the 2018 Annual Report to Parliament on Immigration, including Canada’s Immigration Plan for 2019-21.

Debate arose thereon.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Dean Allison, Jenny Kwan, Larry Maguire, David Tilson — 4;

NAYS: Ramez Ayoub, Randeep Sarai, Marwan Tabbara, Nick Whalen, Salma Zahid — 5.

At 4:30 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

Tanya Basok, by teleconference from Windsor, Ontario, and Craig Damien Smith, by videoconference from Toronto, Ontario, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Larry Maguire moved, — That the Chair send, on behalf of the Committee, a letter to invite the Auditor General to examine irregular migrants crossing in the southern border, and that this examination include a review of the Department of Citizenship and Immigration, the Immigration and Refugee Board of Canada, the Canada Border Services Agency, the Canadian Security Intelligence Service and the functioning of the Ad Hoc Intergovernmental Task Force on Irregular Migration.

Debate arose thereon.
